There are risks to Russia in bringing the Admiral Gorshkov up into the Black Sea. The zircon missiles are highly advanced but they are an offensive weapon the ships they are on vulnerable. That is why Russia moved its fleet out of Sevastopol and up into the Sea of Asov and why the fleet stays far away away from Ukraine now. It is no secret that the Americans supplied the missiles and geolocation coordinates to sink their flag ship, the Moskvitch. And since that time, the quality of range of missiles supplied is vastly greater so the risk to the Russian fleet is greater. That is not say that the Ukrainian's risk and legitimately fear of the hypersonics has been countered- because it has not. Just saying that Russia has risks too. The Admiral Gorshov has just recently been down to Cuba and I guess it down off South Africa now as Putin does his military show of strength and beats his chest. He won't be parading around the Black Sea like that with the Admiral Gorshov- unless he was to see a repeat of the Moskvitch scenario.
Russia can also reach Ukraine with zircon missiles from the Mediterranean. but that would require the missiles to fly over NATO countries. So that is probably not something he wants to do just yet. The Americans have held off on providing the Ukrainians with missiles that can reach Moscow. If Russia starts zipping zircons into Ukraine that will change overnight and Putin knows that. He may do it anyway, but there is a cost to Russia if he does. Putin just put Gerasimov in charge of the whole Ukraine war operation. The same "expert" who told him that taking Ukraine would be a 3-day war. So who knows what he will do. But there will be consequences for Russia too, not just Ukraine.
