Mostly I agree. There is precedent for falling over, "slain in the Spirit" as some call it. John fell as one dead before the Lord (Revelation 1:17) also Ezekiel 1:28 and Daniel 8:18.

There is a lot of fake also. I've been prayed for and the minister tried to push me over. I reckon they take pride in seeing people fall over, as if it makes the minister some kind of spiritual giant. Some also is hypnosis. The genuine is there from time to time.

22Thus saith thy Lord the LORD, and thy God that pleadeth the cause of his people, Behold, I have taken out of thine hand the cup of trembling, even the dregs of the cup of my fury; thou shalt no more drink it again:

23But I will put it into the hand of them that afflict thee; which have said to thy soul, Bow down, that we may go over: and thou hast laid thy body as the ground, and as the street, to them that went over.

So it can be called bowing, it makes the back dusty.

You are not born again by the laying on of hands. You are born again by trusting in Christ as Saviour and Lord (John 1:12) 'To as many as received Him He gave the power to be the children of God'

He may accepted Jesus before and he received the HS later like he said even in his post.
This happened to me too. I accepted Jesus when i was 4, but forgot about God, i didn't knew he could be close to people, when i was 18 i was in church i was filled with the HS just like that, i did nothing else, it seems God took seriously my prayer when i was a child.

I think scripture is a summary and not complete, and there is a moment at which anyone who was born again, was born again, when the Spirit or Christ came into their hearts. Like a unit of Christ comes into the open heart of the petitioner. Not just a little living water... even if that strengthens the inner man to be ready to receive Christ, and the blood of Jesus or the Spirit open the heart to receive. But it is in a moment, of prayer, and for me, the laying on of hands.

For someone who is just learning about God and His Word -
There is "...the doctrine of baptisms and of laying on of hands, and of resurrection of the dead and of eternal judgment." Heb 6:2

Anyone can do a search and find the Scriptures.

You'll find "Laying on of hands" means anointing, ordination, transfer, or even authority. However, the sole act of laying hands on someone by whomever doesn't mean that person has then become a believer, a Christ follower.

Can see if someone is being prayed for individually and they are in the process of becoming a believer when hands could be laid on them but it would not make them born again.

That's a great place to begin.
One is born again by believing the Gospel of Christ and repenting from sin. The result is that the Holy Spirit does the work of transformation of regeneration in the person. Only after the transformation the person is able to offer heart-felt prayers to God, because no one can pray the prayers that God will hear unless the indwelling Holy Spirit motivates.
