Yeah, that is my issue with it as well. Now of course, all of us have some degree of issue going on at any one time, but someone possibly under the influence of a demon(s) should probably not be laying hands on anybody in Jesus name. Seems rather dangerous. But then again I suppose that raises another question that Charismatics would disagree on. Can a Christian have a demon or be demonized (as Derek Prince would say)?
the question of can a Christian have a demon .(and i'm repetitive on this i know )It's as simple as this : no a Christian ( born again creation in Christ ) cannot have a devil.. but the BODY they indwell can . the body is a corrupt tent . it will never go to heaven .That's why we wait to be clothed in our new celestial body .

It definitely does seem that casting out a demon when it can return with more is a less than desirable outcome. Someone very near and dear to me I believe God showed me is dealing with a serpent (demon) of anger. But they absolutely refuse to have to cast out. Some have told me to just take the authority over it, but it seems if I were to do so, the thing could return with more since the person doesn't want deliverance. Maybe that type of deal?
anger is rooted in hurt and unforgivness .. that's sin. a person unwilling to repent from sinning -is not yet a saved person but a person abiding in rebellion . but we use the example of JESUS always , never did he say .. oh i'm not going to cast that devil out of you in case it comes back, Jesus never commanded "drive out devils except when you think they might come back " he said ..drive out devils . once a evil is driven out a person is more free to choose their behaviour and change their way of thinking .. * repent ..metanoia .to change the mind , -if they are unwilling to do that then they are WILLING to get that sprit back. that is NEVER on the head of the person praying but on their own head . This is also why i don't agree with things called "deliverance ministry " there is no such ministry in the scripture . we minister the Good new of Jesus to people . we always sit down and explain the gospel to a person desiring prayer for illness. we never assume they know it and most often we discover they have never had the gospel explained to them .its astound how many have attended churches for 2 5 or 10 years ..and do not know the gospel as preached in scripture .
