Then he opened his mouth in blasphemy against God, to blaspheme His name, His tabernacle, and those who dwell in heaven.
The beast from the sea is the same man Paul writes about in 2 Thessalonians 2
who opposes and exalts himself above all that is called God or that is worshiped, as God in the temple of God, showing himself that he is God.
And is the same person in Daniel
“Then the king shall do according to his own will: he shall exalt and magnify himself above every god, shall speak blasphemies against the God of gods, and shall prosper till the wrath has been accomplished; for what has been determined shall be done.
Daniel 11:36-45 And he shall do according to his will, and the king shall exalt and magnify himself against every god, and shall speak great swelling words, and shall prosper until the indignation shall be accomplished: for it is coming to an end.[37] And he shall not regard any gods of his fathers, nor the desire of women, neither shall he regard any deity, for he shall magnify himself above all. ...[45] And he shall pitch the tabernacle of his palace between the seas in the holy mountain of beauty: but he shall come to his portion, and there is none to deliver him.LXX
Daniel 12:1 And at that time Michael the great prince shall stand up, that stands over the children of thy people: and there shall be a time of tribulation,
such tribulation as has not been from the time that there was a nation on the earth until that time: at that time thy people shall be delivered, even every one that is written in the book.LXX
Revelation 12:7-12 And there was war in Heaven: Michael and his angels fought against the dragon; and the dragon fought and his angels,[8] And prevailed not; neither was their place found any more in Heaven.[9] And the great dragon was cast out, that old serpent, called the Devil, and Satan, which deceiveth the whole world: he was cast out into the Earth, and his angels were cast out with him. ...[12] Therefore rejoice, ye Heavens, and ye that dwell in them. Woe to the inhabiters of the Earth and of the sea! for the devil is come down unto you, having great wrath, because he knoweth that

Revelation 17:8-10
The beast that thou sawest was and is not, and
shall ascend out of the bottomless pit and go into perdition. And they that dwell on the Earth shall wonder, whose names were not written in the book of life from the foundation of the world, when they behold the beast that was and is not, and yet is. ...[10] And there are seven kings: five are fallen and one is, and the other is not yet come--and when he cometh
he must continue a short space.
The beast comes out of the pit... and they look like locusts. The king of the beast is
the little horn = the dragon himself... as the fallen star, opens the pit.
I think Merchant-Queen-Babylon gets replaced by the devil-locusts from out of the pit ...becoming a "cage of every unclean and hateful bird"... and on the wing of the temple sits the Matthew 24:28 eagles... looking out over the "carcase" of the 2 witnesses.
The Revelation 11:1-2 "measure the temple" (John is the young man) equals the Zechariah 2:3-5 "measure Jerusalem" verse... making Jerusalem itself the temple of God... so a wing of the temple is some part of Jerusalem.
And so, the devil and his locusts have a void to fill... rulership of merchants, and the coin will probably be the image of the dragon... render the coin with Caesar's image on it to Caesar... and while you're at it, render worship to this Caesar-guy, too.
