According to the scriptures, repentance from sin is the condition of receiving Gods' Spirit. God does not give His Spirit to those who disobey Him (Acts of the Apostles 2:38; Acts of the Apostles 3:19; Acts of the Apostles 5:32.
According to John sin (breaking God's law and not believing Gods' Word) is the difference between the children of God and the children of the devil in 1 John 3:4-10. Those who are the children of God do not practice sin while those who claim to know God and break His commandments according to John do not know God and are liars with Gods' truth not being in them according to 1 John 2:3-4. Gods' saints therefore are all those who keep the commandments of God because they have faith in Jesus according to Revelation 14:12. Something to pray about I guess.

Yes SDA believe God gives the Spirit to those who obey Him in the law.
Repentance is not obeying law, repentance is obedience of faith ( to be baptized when we believe with all of our heart in Jesus Christ, the Son of God and that God raised Him from the dead).....
Acts 2:38 Then Peter said unto them, Repent, and be baptized every one of you in the name of Jesus Christ for the remission of sins, and ye shall receive the gift of the Holy Ghost.
Acts 3:19 Repent ye therefore, and be converted, that your sins may be blotted out, when the times of refreshing shall come from the presence of the Lord.
Acts 5:31 Him hath God exalted with his right hand to be a Prince and a Saviour, for to give repentance to Israel, and forgiveness of sins.

Acts 8:37 And Philip said, If thou believest with all thine heart, thou mayest. And he answered and said, I believe that Jesus Christ is the Son of God.
Romans 10:9 That if thou shalt confess with thy mouth the Lord Jesus, and shalt believe in thine heart that God hath raised him from the dead, thou shalt be saved.
1 John 3:4-10, is as told, those who are not manifested to know that Jesus Christ ( death and resurrection) takes away our sins ( for those who the law speaks to who are guilty of being under the law of sin and death)
1 John 3: 4 Whosoever committeth sin transgresseth also the law: for sin is the transgression of the law.
5 And ye know that he was manifested to take away our sins; and in him is no sin.
Of course that is what 1 John 2 says also, how Jesus Christ ( we must believe in His rising for this ( is propitiation for our sins ( for the world guilty before God as the law says to them that are under the law, Romans 3:19)
The law ( those under the law and those following the law) made nothing perfect, now to be perfected is to believe in Christs rising ( and not perfected by following and obeying law) as that is to walk as He walked, see below..
