So, in roughly less than 5% of facilities (in my experience, in the US), a father can take his special needs daughter out alone.

A) Not every place has them. Some places like malls and certain stores have them, but there's more places that don't
B) Who gets to decide what the "cut-off" is in terms of "looking close enough like the target gender"? What about the people, who despite going through years of hormone intervention and multiple surgeries, never quite get to that status of "easily passing as that gender"?
Some people are lucky enough (like the examples I posted) to be be able to pull it off and nobody would know. Others (like Caitlyn Jenner) can afford the best surgeons and all of the hormones money can buy, and still can't fully get to a point where "nobody can tell".
As I've touched on in other threads, this is one of those tricky subjects where there's not an easy answer for it... apart from just having gender-neutral facilities across the board for everything and scrapping the gendered facilities.
I don't see what difference it makes. I work in hospitals and I've never seen separated toilets.
Plenty of people on here (over the years I have been reading this subject) have stated they do not care what the person looks like, they should "use the restroom of the birth sex". Peruse this thread and you will likely find one.
From what I have heard (talking to US friends that I have) when they mentioned changing a nappy/diaper out in the car and I said why don't you use the parenting rooms they didn't know what that was. I think in general the US is a lot less friendly towards kids and families.
That's kinda wired. Cause really in most places anymore there is a changing table in the bathrooms for babies. Maybe not is the older smaller stores, but if that's the case they probably don't have one in the women's or men's restroom. I live in a relatively small town and have had six kids here. I never had much if a problem changing a diaper in a bathroom.

A parenting room can range in size and facilities provided, the larger the centre that larger the facilities. Generally though the parenting room is next to the male and female bathrooms. It has a symbol of a baby on the door and inside you may find a changing area, a playpen set up, a separate lockable bathroom with both a full size and child size toilet. It may also have another area behind a curtain for feeding with a microwave. Dispensers with nappies and wipes that can be bought. Larger ones use to have an attendant as well. This is how they were when my kids were small, been some years since I looked into one.

A parenting room would be wonderful. Changing your infant on a rickety changing table while trying to wrangle your toddler in a restroom is not a great experience. More businesses should consider a pleasant, clean, safe space to change a baby where parents don’t have to worry about what their other small children in tow are getting into.A parenting room like that is quite an expense. And businesses are under no.obligation to create one. Parents can bring their own diapers, wipes.and whatever else is needed just like they always have done. It's called parenting and all is put in a diaper bag. All they need is a place to change the baby. And they can do it in a bathroom. A changing table is good enough and I've seen them all over.
That's because they pretty much have single use toilets. I doubt you have toilets with multiple stalls and urinals where men and women go at the SAME TIME.

I use family bathrooms. Because I like my privacy and looked doors.many places already have 3 bathrooms @Neogaia777 - such as at malls & at church
the third bathroom is the "Family" bathroom for parents with small children
