What makes the think that the state won’t consider the church’s plea to the sinner won’t be considered conversion therapy?
If a sinner is unrepentant then they are excommunicated (kept from the Eucharist). What can the State do? Make a law that forces churches to give communion?

The law will prevent churches from calling them to repent.

That is true. But such discipline is not done in order to free an individual from the sinful nature (eg, an inclination toward homosexuality) but to urge them to flee into the arms of Christ whom they are rejecting.
If a church member openly renounces their faith, they are free to walk away from Christ and His church and back into the world. Discipline is intended only for Christians who's lives are inconsistent with their profession. eg. practicing sexual sin.
1 Corinthians 5
I wrote to you in my epistle not to keep company with sexually immoral people. Yet I certainly did not mean with the sexually immoral people of this world, or with the covetous, or extortioners, or idolaters, since then you would need to go out of the world. But now I have written to you not to keep company with anyone named a brother, who is sexually immoral, or covetous, or an idolater, or a reviler, or a drunkard, or an extortioner—not even to eat with such a person.

The State can't prevent the preaching of the Law and if it does, we just go underground like our forefathers. God will take care of us.

Or we can defy tyrants like our forefathers.

In both cases, unrepentant sin incurs excommunication. The person in 1 Corinthians was excommunicated in order to save his soul.

Adults do...

However, most kids aren't given the option to not go to church. I was basically made the go long into my teen years even though I didn't want to anymore.

It was sort of a "as long as you live under this roof, you'll go to church every sunday morning" sort of deal.

Now, let's say you have a kid (perhaps 14-17) who's gay, and they're being forced to go every Sunday, so that they can hear everyone talk about how "evil" they are, and maybe even being forced to go to a pastor for "gay-to-straight" counseling.

That can be deeply traumatic for an adolescent.

I’m sure that there has been abuse. But that’s not what we are talking about. I’m sure that you wouldn’t want to be lumped in with all abusive husbands.
Nor would you. Apologies for going off track. Now back to the abuse known as Conversion Therapy.

Is calling sinners to repent “conversion therapy”?

I haven’t seen anything in the law indicating such. You’re presuming a witch hunt.

That said, actual cases that get into court would ultimately decide some of these things.

With the current trajectory of Canada versus the church, it’s more than a presumption.

Nope. Nothing in the law seems to indicate that as an issue.
Let’s hope you are correct. I don’t think you are, but we can still pray.
