...the actions of the NY State Governor are pretty clear....she preparing the state for more covid cases (which may or may not occur). I think most Americans get that one doesn't wait for the wave to hit before taking actions to be prepared. Or do you really think people are that dumb?

Oh boy, this was already explained to @Aldebaran . The quote he sited does not appear to be from the governor. That appears to be only FOX's spin on the press conference. And this is the quote that you ignore:

Sings of spikes already exist without the Omicron variant. That can only make matters worse. But it appears this action is for what is already happening. The benefit is that if the Omicron variant does take off at all like the Delta variant did they will be ready for it. It is a needed action, but there may be as yet unforeseen benefits.
