That's not the Constitution. Can you point to where specifically in the Federal governments limited and enumerated powers, outlined in the Constitution, where the People and the States have ceded authority to the Feds on how they can remedy murder.

Saying "it's in there" doesn't cut it.
I pointed to a summery of the ruling, if you actually want an answer to your question about what parts of the constitution it references it's contained there.

But it’s not making it illegal. That was one point if the Texas law, to skip the issue of Rowe v Wade. Personally I think this Supreme Court cares about some rights than others, so it’s hard to predict where this is going to go. But it’s a terrible approach.
I'm not convinced the proponents of the law get it

I know someone who had a broken water pipe; and she didn't realize it until she got her water bill.

Thanks for the clarity. Maybe you should go back to the original question asked which was whether the man could be sued. Your quote says the mother can't be sued but doesn't mention the father.

Don't be condescending unless you got back up.

If the father cut his child from the child's mother's womb; he certainly could be sued; but the criminal consequences would be a greater deterrent for such behavior in my opinion.

The ripples and consequences of decisions can last more than a life time. We are still paying the consequences for Adam's folly. We are still paying the consequences for Abraham trying to take a shortcut with God.

Who said that? We experience previous generations compromises and rebellion. We pass on after as well.

This attitude always puzzled me. If christians really believe that God is in control, why do they try to exert control themselves? Shouldn't they be able to lay back, knowing that their deity has them covered?

The law is not the test of what is right or wrong, the Word of God is. That is it! The constitution is trumped by the Word of God. Murder is wrong!
I think my point is a bit too nuanced because you keep missing it

A federal appeals court has allowed a heartbeat-based Texas ban on abortion to remain in effect, rejecting the U.S. Department of Justice’s efforts to reinstate an injunction. Biden administration officials have pledged to ask the Supreme Court to reinstate an injunction.

The law allows for awards of at least $10,000 for successful lawsuits against those who perform or “aid and abet” illegal abortions. Women seeking abortions cannot be sued under the law, which first took effect Sept. 1.

Why is the Biden Administration attempting to thwart Texans' ability to defend themselves against illegal activity?

It's similar to outlawing McDonalds from providing unhealthy food to kids
and deputizing people to arrest the burger flippers and paper wrapping suppliers.
