If you're going to turn this into a Conspiracy Theory you need to push the start back to 2016 and include Washington and Boston along with New York.

On the other hand you could see it for what it is - a test to understand the likely movement pattern of a toxin introduced into a densely populated urban environment. Think of it like a fire drill.

I know a guy who had a fire drill in his office and you wouldn't believe it, but 18 months later they had a small fire! Coincidence? I'm not saying yea or nay. You be the one to decide...

And his wife (you really won't believe this) had a mammogram one time and then found she had breast cancer five years later.

Well because as we saw with 911, doing a real attack during a test is a great idea. It will slow them down realizing, "Wait that isn't just fake gas."

We usually just call that "air-circulation" and it does work well to improve enclosed areas. Especially after the recent flooding in the subways.
