The problem therein is where students don't feel protected, accepted, or safe and the school is supposed to be concerned about their welfare.

Yup, I was bullied. So was my friend. I actually know quite a few kids that were.
Now if the schools would actually do something about it, that would be great. But they are pretty much all talk and no action.

Fighting back does not make a person not a victim. If a woman successfully fights off a would-be rapist, she is still a victim. It certainly does not mean no crime was committed.
In that town of my early youth, there were two black schools: An elementary school and a high school. Those were the only schools that could employ black teachers or principals. There may have been many more black teachers who were capable of being principals...but the town only had two black schools, so could have only two black principals. So, yeah, those were still victims of racism.
A successful black barbershop owner who couldn't get a business loan to open multiple locations because he was black was still a victim of racism. The successful black mortician who had been shut out of his early dream of being a doctor because he was black was still a victim of racism.

She's going to be identified as the "victim" in the police report. The rape attempt still gets listed in the crime statistics.

You think he was accusing you of being a bully? Is that remotely justified by looking at the conversation or are you just scrapping for a forum fight out of insecurities? And that's not a personal attack, that's observing you may have an issue you don't seem to recognize that is hurting the conversation at large
When I said earlier that it is characteristic of a bully to be a coward at heart, I forgot to mention that as a part of this, when confronted on this (which strips of them their power and brings their cowardice to the forefront), they almost hide behind victimhood as their excuse...

Oh yeah and we started a coalition to have all the handicapped kids removed as well. Can't have any of those darn wheelchairs bumping into my kid now. Why, I was just at a protest the other day demanding all black kids be removed from the school. Can't have any coloreds around. No sir. LOL. Conservatives have worked to ban the dictionary in dozens of school libraries. Menifee Union School District in S. Carolina, the Augres high school in Michigan come to mind. I remember the Augres incident. A local Baptist preacher got his congregation worked up because the dictionary in the high school library had entries for *gasp* body partsLOL. the National Bullying Prevention Center, Stopbullying.gov and the American SPCC all agree that it is about 20% of children at some point in their schooling will be the target of bullying.
