The King James version gives more insight into the passage. I've added verse 1 for context:

Zechariah 10:1-2 Ask ye of the Lord rain in the time of the latter rain; so the Lord shall make bright clouds, and give them showers of rain, to every one grass in the field. For the idols have spoken vanity, and the diviners have seen a lie, and have told false dreams; they comfort in vain: therefore they went their way as a flock, they were troubled, because there was no shepherd.​

Early and latter rain refers to the outpouring of the Holy Spirit in different times. Early being God working through prophets and men via the Holy Spirit, and when the gospel of Christ first went to the world (after Zechariah). Latter being when, in the end time (now), the Holy Spirit is poured out again in earnest, to bring the gospel to the world, and save as many as possible.

Here is more context on the early and latter rain:

James 5:7-8 Be patient therefore, brethren, unto the coming of the Lord. Behold, the husbandman [Jesus] waiteth for the precious fruit of the earth [the saved], and hath long patience for it, until he receive the early and latter rain. Be ye also patient; stablish your hearts: for the coming of the Lord draweth nigh.

Joel 2:21-24 Fear not, O land; be glad and rejoice: for the Lord will do great things. Be not afraid, ye beasts of the field: for the pastures of the wilderness do spring, for the tree beareth her fruit, the fig tree and the vine do yield their strength. Be glad then, ye children of Zion, and rejoice in the Lord your God: for he hath given you the former rain moderately, and he will cause to come down for you the rain, the former rain, and the latter rain in the first month. And the floors shall be full of wheat, and the vats shall overflow with wine and oil.

Joel 2:28-31 And it shall come to pass afterward, that I will pour out my spirit upon all flesh; and your sons and your daughters shall prophesy, your old men shall dream dreams, your young men shall see visions: And also upon the servants and upon the handmaids in those days will I pour out my spirit. And I will shew wonders in the heavens and in the earth, blood, and fire, and pillars of smoke. The sun shall be turned into darkness, and the moon into blood, before the great and terrible day of the Lord come. And it shall come to pass, that whosoever shall call on the name of the Lord shall be delivered: for in mount Zion and in Jerusalem shall be deliverance, as the Lord hath said, and in the remnant whom the Lord shall call.
And in Revelation we see the account of the outpouring of the Holy Spirit, the latter rain, which is a final message to the world, to Fear God and give glory to Him, because the hour of His judgment is now.

Revelation 14:6-7 And I saw another angel fly in the midst of heaven, having the everlasting gospel to preach unto them that dwell on the earth, and to every nation, and kindred, and tongue, and people, Saying with a loud voice, Fear God, and give glory to him; for the hour of his judgment is come: and worship him that made heaven, and earth, and the sea, and the fountains of waters.​

Getting back to Zechariah 10:1-2... Zechariah is saying to pray and ask for the Holy Spirit. Those who are led astray through sin and abomination have no shepherd, but we do. The Holy Spirit then does His work. Comfort, joy, peace in our own lives. Spreading of the gospel to the world through us.

The early rain was the period of the church age lasting from 33 A.D. to 1988, when God's judgment came every church. God finished his use of the churches and brought Satan to rule there. This period lasting 23 years from 1988 to 2011 is know as the Great Tribulation. Although God was no longer saving anyone in any church, God commanded its people to come out of them. Outside of the churches beginning in 1994 God began the season of the Latter Rain where God saved a great multitude. In 2011 God had saved all of the elect and judgment upon the world began. God removed Satan from all his rule, over the churches and what dominion he owned, being the world. Christ now reigns King of kings with a rod of iron.

What do you think of Zechariah 10:2?:)

I think it means our life should not be focused on the things of the earth.But on God.:)
I believe it to mean that the teachers of the Law were no longer teaching the Truth of the Word nor walking according to it...therefore they left the people as sheep without a shepherd.

Since my preferred translation -- the NET -- divides the text into paragraphs, here is Zechariah 10:1-3...

"Ask the Lord for rain in the season of the late spring rains—the Lord who causes thunderstorms—and he will give everyone showers of rain and green growth in the field. For the household gods have spoken wickedness, the soothsayers have seen a lie, and the dreamers have disclosed emptiness and give comfort in vain. Therefore the people set out like sheep and become scattered because they have no shepherd. “I am enraged at the shepherds and will punish the lead goats."

Clearly Israel was suffering a drought and people turned to their household Gods and "teachers" for relief. They didn't think to ask God for relief, so they wandered about spiritually like lost sheep instead of turning to God. He will punish the false teachers.

Where did you come up with this information? BTW, it has nothing to do with what Zechariah wrote -- nothing.

Here God is speaking of three seasons of rain.

It beats me how can you possibly interpret Joel's writing about the seasonal rains in Israel to be regarding the rain (when?), former rain, and the latter rain, as meaning Christ, the church age, and during the Great Tribulation.

Here is Joel 21b-26, "Rejoice and be glad,
because the Lord has accomplished great things!
Do not fear, wild animals.
For the pastures of the wilderness are again green with grass.
Indeed, the trees bear their fruit;
the fig tree and the vine yield to their fullest.
Citizens of Zion, rejoice!
Be glad because of what the Lord your God has done!
For he has given to you the early rains as vindication.
He has sent to you the rains—
both the early and the late rains as formerly.
The threshing floors are full of grain;
the vats overflow with fresh wine and olive oil.
I will make up for the years
that the ‘arbeh-locust consumed your crops—
the yeleq-locust, the hasil-locust, and the gazam-locust—
my great army that I sent against you.
You will have plenty to eat,
and your hunger will be fully satisfied;
you will praise the name of the Lord your God,
who has acted wondrously in your behalf.
My people will never again be put to shame."

Taken in context -- the only way to properly interpret Scripture -- Joel is writing about the blessings God has given His people: no fear of wild animals, "the pastures of the wilderness are again green with grass", "the trees bear their fruit; the fig tree and the vine yield to their fullest, "He has sent to you the rains—both the early and the late rains as formerly", "The threshing floors are full of grain; the vats overflow with fresh wine and olive oil", "You will have plenty to eat, and your hunger will be fully satisfied; you will praise the name of the Lord your God, who has acted wondrously in your behalf. My people will never again be put to shame."
