I don't believe that either. You generally have to be suspected of a crime for arrest (Fourth amendment) and your have a fifth amendment right to remain silent.

They can detain you without arresting you, yes. However there are very specific limits to that and the idea they can just pick you up in order to interrogate you is incorrect. There are specific protections against that.

The citizens of Portland have my sympathies. Their city is slowly being handed over to mob rule.
Their crime rates has risen to 138% higher than the national average and it continues to:

You see there must be some good cops. But the one’s who quit were obviously afraid that a light would be shined on their abhorrent behaviour.

No, they are still rioting, setting fires and hurting businesses.
Those who took the time to read the link understand the riot squad was a specialized detail. That now no longer exists. The members of the former detail are still officers, just not putting themselves in the position anymore.

where are they? The mayor is calling in help from State Police.
Tell that to the minority business owners who are being looted and burnt down. Tell that to the families who have had loved ones injured and in some cases killed.
