God in Genesis 1:28 commands Adam and Eve to multiply. And that commandment extends to all succeeding generations. How is that accomplished? Proverbs 22:6 says, “Train up a child in the way he should go; even when he is old he will not depart from it.” The way he should go includes multiplying and ensuring that when his children grow up, they will multiply as well.

Bu tin each generation parents should have what they need to raise their children in a proper manner under God. With Adam and Eve, it was easy. God provided the Garden of Eden for them. But there was only one Garden of Eden, so with each succeeding generation, multiplying gets more complicated to the point where additional help is needed.

God recognizes this, when later on He commands the Hebrews in Leviticus 19:18 to love your neighbor as yourself, and in Leviticus 19:34 to love a stranger as yourself. Lord Jesus combines these two laws when he says to love your neighbor as yourself, and he defines a neighbor in Luke 10:29-37 as anyone who can help you.

So, it has evolved that to the extent parents need help in raising a family, whether the help be monetary or otherwise, all of us who strive to do God’s Will has a responsibility to families who are needy. Lord Jesus says in Matthew 25:31-46 that those who help the least of the people in terms of socioeconomic status will inherit God’s Kingdom, whereas those who don’t will go into eternal fire with the devil.

God also recognizes that no one person can help everyone. So, He authorizes that governments be set up as an extension of His Will, providing for the needy as God wills on a massive scale as opposed to people individually. Romans 13:1 says that governments under God are set up to do His Will, so we should be subservient to such authority. So, to the extent that people cannot help others individually, the government should do it. And the people have the responsibility of maintaining such a government.

So, in most cases, just as Adam and Eve was provided for by God, the government as an extension of God should provide help to families that are poor and needy, to the extent those families don’t get help from individuals, to ensure that God’s people continue to multiply and do God’s Will.
