Under God, whoever governs has responsibility to all the people. Those who govern under God will provide so all the people may prosper in their efforts of righteousness, which includes being fruitful and providing for their households.

The two elements of governing involve judging matters that are brought up and leading the people toward fruitfulness and upholding their responsibilities. The judgement aspect first shows up in Exodus 18:17-22, in which Moses’ father-in-law warns Moses that he will wear himself out if he alone decides all matters of the people he is leading to the Promised Land. He advises Moses to “look for able men from all the people, men who fear God, who are trustworthy and hate a bribe, and place such men over the people as chiefs of thousands, of hundreds, of fifties, and of tens. And let them judge the people at all times. Every great matter they shall bring to you, but any small matter they shall decide themselves. So it will be easier for you, and they will bear the burden with you.”

You might say the leadership aspect, the responsible and righteous leadership aspect, originated with Moses too. He had a mission, to transport a numerous and diverse people to the Promised Land, where they could all prosper with God’s Grace. That was the overall goal, but to get there he had to see to the needs of the people in order to prevent dissent or anything that would prevent them from reaching the Promised Land. So when they were hungry, Moses appealed to God on their behalf. In a sense the Hebrews were Moses’ household, and with God’s help he provided for them. The people expressed their needs and he responded. It didn’t matter to him what their points of view were, as far as responding to their needs were. He didn’t say, ’Oh, you think that? Then you can go hungry,’ or ‘...you think that? Then you will be fed last.”

In the context of Galatians 3:28, it didn’t matter that some may prefer eating grain to quail, or some prefer going to bed early as opposed to late, or some prefer to be warmer in the cold nights than others, or any other differing viewpoints you can think of, they are all equally considered by God, and in the context of 1 Peter 2:13-17, those who preside over them will consider them in the same manner.

Those who are in authority will see to the people’s needs no matter who the people are. There is no accommodating favorites, any more than God would so accommodate. Leaders act as an extension of God, so they act according to what God wants.

Unfortunately, there are leaders who would rather defer to man than to God, in matters of who should be accommodated. This results in certain people being marginalized and disenfranchised, And some of those leaders purposely make it difficult for the voices of the disenfranchised and marginalized to be heard, since they’re too busy accommodating people they prefer to accommodate. They respond to what man wants, not what God wants.

And many of them claim to be God-fearing. Well, I guess they haven’t considered Galatians 1:10 which says, “[A]m I now seeking the approval of man, or of God? Or am I trying to please man? If I were still trying to please man, I would not be a servant of Christ.”

You really believe that leaders do not have favourites and are biased towards them?
You need to study political history as well as church history, they are both full of local and national leaders who have ' helped ' certain people.

A knowledge of other religions would help you understand that while there is nothing in the Bible about democracy, it is only Christianity that supports it through its teaching of the right and responsibilities of the individual.
