It's the broader context that Biden often mispeaks. You can't take what he says seriously or at face value. Even though he said that Americans would not pay taxes, he meant that Americans would not pay more taxes. Don't you have a grandpa?

My grandpa died at 93. He didn’t make gaffes like Biden.

He's obviously talking about new taxes. Even ignoring the fact that he has been saying for months that if you make less then $400K you will not see an increase in taxes, the context of the speech makes it clear what he meant. Immediately before the part you quoted, he talked about raising taxes. He probably forgot to say the word "new" but considering this is a message he's been hammering for months, there is no real way to not get what he meant.

I dont know about you guys, but I would like to help the government and people out by paying the highest tax rates possible.......If that means I will have to make millions in income in the process....so be it....Never expected this way to be easy...and the desire to give comes at a cost.

It's absolutely clear what he means, but, as too often is the case with Biden, he says it incorrectly.

I'm relieved that Trump is out of office, and voted for Biden, but it's quite disappointing that this was the best the Democrats could do. He's an absolute gaffe-machine, and no, i don't but that all of his gaffes are stutter-driven. Better than Trump, but less than what i'd like in a President.

I thought, as responsible citizens, we were supposed to analyze each word from our presidents, and take them at face value.

Or did that change in January?

You are familiar with why I point out that quote mining is not proper, aren't you? Quote mining is usually an attempt to argue dishonestly. I could quote mine the Bible, though I would probably get in trouble here if I did so. In other words I can quote parts of it out of context to make it appear to say what it does not say. If one listened to the speech in context his meaning was clear that he was talking about new taxes even if he did not include that word in that particular part of his speech.

I see no merit in advocating for a neighbor to be taken from despite another's willingness. Charity should be voluntary, shouldn't it? Unless of course, Rome is the middle man between ourselves and God's grace.
