If the election authorities make continual changes to the ballot sheet design it opens up the process to more mistakes based upon less time for testing.

The Declaration of Independence is not our country's core document. It has historic value yes, but it wasn't even declaring the creation of the US, but rather the joint independence of 13 separate nations. And the Declaration also doesn't specifically promote republicanism. It just talked about the "consent of the governed" which in England was becoming manifest in the current idea of Responsible government.
