made us alive with Christ even when we were dead in transgressions—it is by grace
you have been saved.
v.8 places faith BEFORE salvation, and therefore, regeneration.
For it is by grace you have been saved,
through faith—and this is not from yourselves, it is the gift of God—
btw, "though faith" means the faith must be present BEFORE salvation, and therefore, regeneration.

{there is no context here for "all" to mean "only some", or "only the elect"}
1 Tim 4:10 - That is why we labor and strive, because we have put our hope in the living God, who is
