Nor should they be. Maxine Waters is not the President.

But 2024 isn't too far off... and if President Biden chooses not to run for re-election, I suppose anything could happen.

A censure is a public and official condemnation of a member's actions... just as you figured, no doubt.

Now, to answer your next imminent question, "What about expulsion?" It requires a 2/3 vote to boot a member out of Congress, but a censure only requires a simple majority. It would seem the House Republicans went for the lower-hanging fruit... and missed it.
