As I see it, the 2 main solutions are to have a good short term policy for the border right now, and then 2nd, and more crucial --

To do serious and rapid help for the 3 countries that are in so much trouble, so as to help stem the flow of desperate people fleeing from El Salvador, Guatemala and Honduras.

Such as immediate charitable food aid and also rebuilding aid (for storm recovery) and also aid in controlling violent gangs. That would be a very beneficial effort for the U.S. to do, and also help a lot of people stay in their home countries.
