Why the debate on the relief bill will be shorter than the GOP hoped

Sen. Ron Johnson (R-Wis.) followed through on his threat last night and forced Senate clerks to read every word of the COVID relief bill out loud. The time-wasting stunt, which served no substantive purpose, had the intended effect: instead of working, the Senate halted for 10 hours and 44 minutes to indulge the Wisconsin Republican's wishes.....

Under the procedural rules, at least one Republican senator had to be on the Senate floor during the bill reading. If not, a Democrat would motion to end the time-wasting stunt and there'd be no objections. As a result, Johnson spent several hours on the floor last night in order to protect his pointless gambit, occasionally being relieved by GOP colleagues.

Once the reading of the bill was finished, Republicans left, satisfied that the exercise was complete and the hours had ticked by. But a handful of Senate Democrats lingered, and as USA Today noted, they got something they wanted, too.

The Senate was originally set to begin 20 hours of debate on the bill Friday, but at the end of Thursday's session, Sen. Chris Van Hollen, D-Md., motioned for the chamber to reduce the debate time to three hours. With no Republicans left in the chamber shortly after 2 a.m. ET on Friday, Van Hollen succeeded.

^_^ Seems funny to me.

Why the debate on the relief bill?

Only because 91% of the money is going to things other than COVID releif.

Abortions,
Bridge to Canada,
Subway in Pelosi's town,
Bail out Democrat run states that burned themselves down.
Money to other countries.

Some are good recipients... However, wrapping all this debt up and calling it COVID relief... is disingenuous.

The bridge and subway wer pulled before debate began. Too bad there was never an infrastructure week in the Trump term, before Covid. The money for Amtrak was wanted by the Trump administration to help train travel during a pandemic.
Lots of Republican states need help - Texas is sure a mess.

The Republicans planned to use the 20 hours to simply delay by having every amendment read by the clerk and other things like that. Not really debate the bill. That was Sen. Johnson's plan.

Now it is just 3 hours.

Pure garbage.

About 9% goes to direct covid disease containment (that probably relates to the number you mention). Most of the rest goes to direct covid related economic relief.

Face it. The Dems put together a package that was only 9% for COVID releif and tried to paste on a bunch of heavy spending to ride along.. Then, if the republicans argued.. they could tell the people that the republicans don't want a relief bill.

All the while the dems held off on the relief bill until after the election because the didn't want Trump to be given the credit.

Then, Biden stated that $2000 checks would go out "IMMEDIATELY" after the primary in Georgia...

Crickets...Crickets.... Crickets........ BUT.. it's still Trumps fault.

Luck he's still around to blame things on.

Its about 15% ish. Which I will admit is pretty vast pig of pork in a $1.9T bill.

But its nothing like the 91% non-relief you claim.

Before the bridge and subway and the unemployment cut out, about 9% went directly to vaccines, distribution and healthcare. However, that did not mean much of the other is not covid related. About $420 billion is going to Americans and businesses affected by the pandemic. There is money going to help get schools open again. The child care tax credit will help low income workers, who have been heavily affected by the pandemic.

And btw, the Dems supported the $2000 stimulus payments that Trump wanted. You need to look at the Republicans for the reason we neve got that. It is one reason the Dems wanted another stimulus after the election.

It's not what I am saying.. It's what the members of the parliament are stating.

Doubt if I'm going to change your mind, however.

The poster asked why it's being debated.. It's being debated because it is a blatant spend thrift of money to things non-covid related that the country should debate under individual bills due to the simple fact that you cannot support that kind of spending in these times.

If you make relief bill... it should be about relief.. full stop.

It's like asking your parents for some food because your hungry and then saying "While your at it.. can I have a new computer, a new bike, a trip to Hawaii, and tires for my car."

I listened to what the bill is about.. If my country was spending 25 million dollars a minute in interest on national debt and I had people out of work and losing businesses due to covid... I would be ashamed to even suggest what is in that bill.

But. .that's me.

You're joking right? Dems in the house passed several bills last year, and was trying to get the $2000.00 Trump wanted before the election. The Senate wouldn't bring the bills to the vote AND wanted to get a SCOTUS appointment seated. Had they actually done want Trump wanted, they probably wouldn't have lost GA. The GOP wanted 600.00 instead of $2000.00 Trump suggested. Trump even says so.

EVERY bill should be read aloud from the floor before passage is allowed. We should insist on it. It might make for shorter and less silly bills.

It took 11 hours. Only a few were there off and on, even Ron Johnson took breaks and then appeared bored when he was in there.

The Senators can all read (I assume). Their aides can read and comment. No need to have it read aloud to delay. Johnson announced that his purpose was to delay before demanding it.

Au contraire. Nancy Pelosi said of the ACA that "we have to pass it to see what's in it". That's a bit backwards. We know our congress-critters are lazy, don't read the bills, vote what their party minders tell them to. They pass pork-barrel legislation to get along by going along. They pass absurdities because they don't even know what they are passing. I can't prevent negligence in congress-critters but one solid move in the right direction is reading the bill from the floor before voting on it. If nobody wants to listen, that's on them. Perhaps we need better congress-critters. Engaged ones who know what they are voting on.

We should have bills that address one issue at a time. The addition of so much pork is shameful, getting a bill that 'must pass' but has garbage in it that it is too inconvenient to remove is not an advantage to our Republic.

I don't care for pork in bills as a general rule.

I was just laughing that Johnson insisted on the reading, which nearly all did not listen to. Only one Republican had to be there during it. At the end of the 11 hours, the Republicans left and the Dems got a chance to cut out his future planned delay tactics.

Whoopie! We agree.

Reading the bill means that at least the reader of the bill gets to see the absurdity of some of the things included in these overweight bills.

The Covid bill could have included medical and vaccine costs, relief for citizens, and some targeted funding directly related to Covid, and EVERYBODY could have voted for it. Well, almost everybody. It COULD have been bipartisan. But instead it had to be a pork-barrel project with numerous items that had nothing to do with Covid. And it had all of that because the Democratic Party leadership thought they could steamroller through a lot of stuff in the dark of night. Republicans play the same games and often enough in the past Dems and Pubs provided pork for each other. It's just not kosher. And this bill is not kosher.

Most of the rest goes to direct covid related economic relief.

There is $1.5 billion in this bill for AMTRAK

$86 billion included specifically to bailout blue state and city pensions

There is $200 million for museums and libraries —

$270 million for the NEA, the National Endowment for the Arts.

There is $128 billion for K-12 public education — except 95% of this money will not be spent until between 2022 and 2028, not in 2021.

There may be $600 billion in this bill that can reasonably be tied to COVID relief including funding for more vaccines ($75B), PPP ($473B), aid to ailing restaurants ($26B), assistance to airlines ($15B) and $7.2B for PPP for small businesses that have been wrecked by gubernatorial executive shut down orders for the past year.

Had the bill stopped there, President Joe Biden might have had his first truly bipartisan victory for “unity,” with a majority of Republicans voting for it in the House and the Senate.

The remainder of the $1.3 trillion is pure partisan politics. Democrats are paying off the constituencies that elect them and who helped defeat President Trump. There is no other way to look at it.
1.3 trillion of 1.9 trillion has nothing to do with Covid related issues.

Additionally,

$480 million for Native American language preservation and maintenance;

$50 million in environmental justice grants.

Then there are the funds for gender studies in Pakistan.

I have been watching the Senate debate. There was plenty of debate in House and Republicans had lots of opportunity to promote much of what you wrote. The $1400 is suppose to be relief for citizens and it could have been more in the last bill - but Republicans want that. Most of the bill is for Covid relief. It is also some stimulus.

Besides the $1400 , the bill is extending the unemployment that ends this month (from the last covid bill in December) through September.
There is $350 billion going to state and local government. It is suppose to be a stimulus and for covid relief to help them give the vaccine. Some Dems wanted the money earmarked for infrastructuce because they feared the local and state governements would cut taxes and use the aid rather than use it for pandemic relief and stimulus.

There is also $510 mil for the FEMA Emergency and Shelter Program. FEMA has been setting up Covid vaccine sites around the country and there is going to be a lot of people evicted if judges decide it is illegal to defer evictions like one judge did.

There is an Employee Retention Tax Credit - which is give a tax break to companies who use covid relief money to keep employees.

There is also a provision for schools, for enrichment programs. After this last year, children are going to need more enrichment and help. There is also money for technology in schools which is needed.

What pork in the bill do you dislike?

What I typically do when a ultra biased presenter lays down "the facts" is to pick one and try to chase it down. I'm having a hard time backing this^ one up factually. No point in trying to determine the reasoning behind it unless we know its even real.
