I haven't considered who believes it or not really. I know any one who would feel guilty for believing something that has been believed for millenia is living it.Are you sure? It sounds like something people believe about other people, but has no basis in fact or reality. Kinda like someone assuming people believe this, but never knowing anyone who actually does.
I'd be very surprised if anyone really professes this belief. Can you demonstrate anyone actually doing so?

No. I must have misunderstood you. I think people who formed this government understood that the various religions were necessary so that the consciences of government lawmakers would be properly formed. I doubt many previous governments saw it that way....they just got lucky that religion was organized and well estabglished in culture
