John 3:16 For God so loved the world that He gave His only begotten Son, that whoever believes in Him should not perish but have everlasting life.
Paul agrees:
1 Timothy 2:4 Who will have all men to be saved, and to come unto the knowledge of the truth.
1 Timothy 4:10 That is why we labor and strive, because we have put our hope in the living God, who is the Savior of all people, and especially of those who believe.
Romans 10: 9 That if thou shalt confess with thy mouth the Lord Jesus, and shalt believe in thine heart that God hath raised him from the dead, thou shalt be saved. 10 For with the heart man believeth unto righteousness; and with the mouth confession is made unto salvation.
2 Corinthians 10:5 casting down arguments and every high thing that exalts itself against the knowledge of God, bringing every thought into captivity to the obedience of Christ, 6 and being ready to punish all disobedience when your obedience is fulfilled.
Peter agrees:
2 Peter 3:9 The Lord is not slack concerning His promise, as some men count slackness, but is longsuffering toward us, not willing that any should perish, but that all should come to repentance.

Here Peter says that Christ died even for the false prophets, but due to their rebellion it is of no value for them.
2 Peter 2:1 But there were also false prophets among the people, even as there will be false teachers among you, who will secretly bring in destructive heresies, even denying the Lord who bought them, and bring on themselves swift destruction.
John also agrees that God loves all:
1 John2:2 And He Himself is the propitiation for our sins, and not for ours only but also for the whole world.
