Before becoming VP he was best known for dropping outnof Presidential races for plagiarizing speeches. In 2007 he called Obama intelligent and clean, the year before he bragged about Delaware diversity because you couldn't go into a 7-11 without running into an Indian from India. Regarding the 2009 stimulus he said that if everything is done right and perfectly on point there's a 30% chance it won't be done right. The guy isn't the brightest bulb.
