Dug a little using Google,
The Council of Nicaea (Nicea) and the Bible
The whole page discusses the origins of the myth, at the very bottom it seems that the origin may ultimately arrive from a 9th century text known for its author's zeal, but lack of careful research, and being prone to fanciful embellishments. That books were placed upon the altar and the council fathers prayed, the accepted books to be found on top and the spurious ones on the bottom; this perhaps later is what evolves into Voltaire's cynical idea that books were plopped upon the church altar and all the books that fell off were rejected and the ones that stayed were accepted. And finally the idea that Constantine/the Council actively chose which books and carefully edited the Bible, etc.
However, the original 9th century legend wouldn't have been talking about heretical works, but disputed works; but its mutation through the telephone game over time lost even that nuance.
