I do not understand your reasoning.
Unless a prisoner has not commited a crime against the state,
why should they be made to work,
they owe the state nothing.
Their victims should be compensated and when that is done they should no longer be kept in jail.
At the least they owe the state for arrest and adjudication costs, plus room and board while in prison. I was found innocent in vandalism case when I was young but still had to pay "court costs".
Full restitution should be made to victims, and families in murder cases.
For some community service should be available on a voluntary basis, and may or may not be rewarded by direct pay or reduced jail time.
