Legal means that the person lawfully casted a vote no mail in ballots sent to people who no longer lived at a address, yet would filed out any now. Legal means that ALL state and local laws were followed ( Including having observers with meaningful access. Legal also means that no one cast a vote who for whatever reason did not have that right.
