Because the money will have run out by then, and immediate benefits of having the money in the first two years would likely have run out by then. People will either use the two years as a springboard to a productive life, or they will become dependent on it and find themselves in a bad place when it goes away. It will be interesting to see how many of each category there will be.

This is a pilot program for the Universal Basic Income (UBI). The UBI is not meant to act as a springboard, as it never goes away. Thus the experiment has more to do with what happens during those two years than after.

If it's two years, then it's not a true test of that.

Guaranteed income for two years for the elected in Compton, CA, US? As a Norwegian citizen not impressed at all. Norwegian citizens above 18 and being a NAV-member (i.e. lived inside Norwegian border for last 12 months) has for infinite time a guarantieed second-tier income, valid when for some reason not having any first-tier income or as a supplementary income when the first tier-income is below a limit (based upon family size and local housing/energy costs). That’s called “economical securiy net” and is supported by any Norwegian party represented at Stortinget (Norway’s Parliament), from far left-wing to far right-wing.

I guess one of the differences that may make it harder to evaluate a UBI from this experiment is that the 800 all come from low income households. From the article:

Compton Mayor Aja Brown told the Times that a non-profit called the Compton Pledge would select 800 low-income residents and distribute a "guaranteed income" to them for the next two years.

I can understand wanting to help those with low income. However, this won't give much information on how it would impact those who make a bit more, and how it would change work habits. It also won't measure how increasing all household's incomes might impact overall wages, if at all.


The story doesn't discuss much of the details. In Yang's plan part of the benefit of such a program is that it would replace the variety of safety net programs that are currently administered piecemeal. It is unclear whether this would replace that in this case, or just be added to it.

They note that spending in the Stockton experiment was on necessary items such as clothes etc., rather than unnecessary spending. This too may not hold if it is expanded beyond those in financial need.

In other words, it is not really testing universal basic income, but more means-tested and targeted basic income.

Ever since the Civil War and the end of Reconstruction, white Americans have largely been saying it's not worth trying to help black people, so what you are saying is simply reiterating the same tired story.
