G1380 δόγμα dógma is used only five times in the Bible. Each time it refers to man made decrees. It does not refer to YHWH's perfect Torah.

Yahshua said that YHWH's Torah stand so long as heaven and earth do.

(CLV) Lk 16:17
Yet it is easier for heaven and earth to pass by than for one serif of the law to fall.

So here they are:

(CLV) Lk 2:1
Now it occurred in those days, that a decree (G1380 dogma) came out from Caesar Augustus that the entire inhabited earth register.

(CLV) Ac 16:4
Now, as they went through the cities, they give over to them the decrees (G1380 dogma) to maintain, which have been decided upon by the apostles and elders who are in Jerusalem.

(CLV) Ac 17:7

whom Jason has entertained. And all these are committing things contravening the decrees (G1380 dogma) of Caesar, saying there is a different king, Jesus."

(CLV) Eph 2:15
(the enmity in His flesh), nullifying the law of precepts in decrees (G1380 dogma), that He should be creating the two, in Himself, into one new humanity, making peace;

YHWH never wanted division between his people. At Sinai he included the mixed multitude in Israel, just as the blood relatives of Abraham. We are to be one with him.

CLV) Ex 12:47
The whole congregation of the sons of Israel, they shall do it.

(CLV) Ex 12:48
In case a sojourner is sojourning with you, and he makes a passover to Yahweh, every male of his is to be circumcised, and then he may draw near to make it, and he will become as a native of the land. Yet anyone uncircumcised, he shall not eat of it.

(CLV) Ex 12:49
One law shall there be for both the native and for the sojourner sojourning in your midst.

This division was created though the dogma of men.

(CLV) Col 2:14
erasing the handwriting of the decrees (G1380 dogma) against us, which was hostile to us, and has taken it away out of the midst, nailing it to the cross,

Yahshua said that the Torah would stand until at least before heaven and earth pass.

(CLV) Lk 16:17
Yet it is easier for heaven and earth to pass by than for one serif of the law to fall.

As I stroll in the evening, and look up at the night sky; I'm often reminded that this hasn't happened.

So if the Torah wasn't taken away, as many purport; what was?

Why would someone purport that YHWH's perfect Torah hostile to us?

This meme provides an excellent summary of the qualities of the Torah:

If it is not the Torah that is hostile to us; what was?
What was? or what is?
Romans 8:
3 For what was impossible for the Torah—since it was weakened on account of the flesh
God has done. Sending His own Son in the likeness of sinful flesh and as a sin offering,
He condemned sin in the flesh,
4 so that the requirement of the Torah might be fulfilled in us, who do not walk according
to the flesh but according to the Ruach.

Galatians 2:
19 For through law I died to law, so that I might live for God. I have been crucified with Messiah;
20 and it is no longer I who live, but Messiah lives in me. And the life I now live in the body,
I live by trusting in Ben-Elohim—who loved me and gave Himself up for me.
21 I do not nullify the grace of God—for if righteousness comes through Torah, then Messiah
died for no reason!

Romans 8:
5 For those who live according to the flesh set their minds on the things of the flesh, but those
who live according to the Ruach set their minds on the things of the Ruach.

6 For the mindset of the flesh is death, but the mindset of the Ruach is life and shalom.
7 For the mindset of the flesh is hostile toward God, for it does not submit
itself to the Law of God—for it cannot.
8 So those who are in the flesh cannot please God.

Deuteronomy 31:
25 Moses commanded the Levites, carriers of the Ark of the Covenant of Adonai saying,
26 Take this scroll of the Torah, and place it beside the Ark of the Covenant of Adonai your God.
It will remain there as a witness against you,
27 for I know your rebellion and your stiff neck. Indeed, while I am still alive with you today,
you have been rebellious against Adonai—how much more then after my death?

Romans 3:31. Do we then nullify the Torah through faithfulness? May it never be!
On the contrary, we uphold the Torah.
Romans 7:12. So then, the Torah is holy, and the commandment is holy and righteous
and good.

The carnal nature, or mindset of the flesh must be crucified with Messiah.
The dogma of man is a product of the carnal mindset, not the Ruach.

Certainly you aren't implying that fulfilling the Torah is hostile to us?

The Torah is not dogma.

Nope. Did not say it. Did not imply it. Read it again. The carnal nature is said to be hostile
to Torah. That is the answer to the question you proposed.
Where do you think dogma comes from?
The carnal mind or the mind of Messiah? Easy.

What was hostile/contrary to us?
Most people seem to miss what is written at the end of the previous verse:
Col 2:13-14 And you, being dead in your sins and the uncircumcision of your flesh, hath he quickened together with him, having forgiven you all trespasses; (14) Blotting out the handwriting of ordinances that was against us, which was contrary to us, and took it out of the way, nailing it to his cross;

the "handwriting of ordinances that was against us" was heavenly decrees.

If you search "repentance prayer tzedakah avert the evil decree" (for a start) you can find out about judgment and heavenly decrees (and a bit about Rosh Hashanah and Yom Kippur)
