It is difficult to claim someone isn't a Christian when they identify as one. His programming is on a Christian network.

Christianity doesn’t change. Just because he claims to be one doesn’t mean he is.
As a practicing Christian, the Bible warn of people like him:
Matthew 7:21-23
“Not everyone who says to Me, ‘Lord, Lord,’ will enter the kingdom of heaven, but he who does the will of My Father who is in heaven will enter. Many will say to Me on that day, ‘Lord, Lord, did we not prophesy in Your name, and in Your name cast out demons, and in Your name perform many miracles?’ And then I will declare to them, ‘I never knew you; depart from Me, you who practice lawlessness.’”
Also, he preaches a different gospel. He is greedy. He is a huge lover of money.

He is not obeying Christ's commands as we are to obey the law of the land unless it conflicts with God's commands. Masks, indoor occupancy limits, etc....do not conflict with God's commands. In fact, they compliment his commands of compassion towards others.
Sadly, many Christians do not obey Christ. Worse than simple disobedience is rationalizing their disobedience. One cannot repent that which they rationalize away.

I can back this up with scripture, but I do not think you are asking for that right now.
My opinion:
A Christian is one who professes to believe in Christ as their savior. Period.
There are some who profess yet do not obey Christ. We may judge whether we agree with them or not or if we wish to fellowship with them (based on fruits), but humans may not judge their souls.
Only Christ "certifies" whether a person is a Christian or not. He is our final judge as only He knows our hearts--other people do not.

Then no-one will know who is a Christian or not, even if they themselves are Christian or not, until after they are dead (if at all).
But of course there are many people who profess to not believe in Jesus or the Christian god - Like me for example, I'm definitely not a Christian.
