Nehemiah 8:
14 And they found written in the Law, which the Lord had commanded by Moses, that the children of Israel should dwell in booths during the feast of the seventh month,
15 and that they should announce and proclaim in all their cities and in Jerusalem, saying,
Go out to the mountain, and bring olive branches, branches of oil trees, myrtle branches,
palm branches, and branches of leafy trees, to make booths, as it is written.
16 Then the people went out and brought them and made themselves booths, each one on
the roof of his house, or in their courtyards or the courts of the house of God, and in the
open square of the Water Gate and in the open square of the Gate of Ephraim.
17 So the whole assembly of those who had returned from the captivity made booths and sat under the booths; for since the days of Joshua the son of Nun until that day the children of Israel had not done so. And there was very great gladness.

The people who returned offered the sacrifices for the feast of the seventh month in Ezra 3, before the foundation of the temple was laid. However, they did not observe the feast in booths in accordance with the Law of Moses until after the completion of the wall under Nehemiah.
Furthermore, we see that this observance had not been kept since the days of the first generation who entered the land under Joshua. The reason and the lesson of this is readily apparent.


Judges 2:14. And the anger of the Lord was hot against Israel. So He delivered them
into the hands of plunderers who despoiled them
; and He sold them into the hands
of their enemies all around, so that they could no longer stand before their enemies.

Disobedience and unfaithfulness undermined the security of the nation and the trust that was required to fully obey the Law. Though the security of the borders had been promised for the feasts which required all the men to appear before the Lord.

Exodus 34:
23 Three times in the year all your men shall appear before the Lord, the Lord God of Israel.
24 For I will cast out the nations before you and enlarge your borders; neither will any man covet your land when you go up to appear before the Lord your God three times in the year.

Isaiah 1:
13
Bring no more futile sacrifices;
Incense is an abomination to Me.
The New Moons, the Sabbaths, and the calling of assemblies—
I cannot endure iniquity and the sacred meeting.
14 Your New Moons and your appointed feasts
My soul hates;
They are a trouble to Me,
I am weary of bearing.

This passage of Isaiah illustrates what the apostle Paul teaches, that keeping Torah observances
alone
cannot impute the righteousness of The Father.
Those who hide iniquity in their heart, and then appear before Him only incur His anger, because
"He cannot endure iniquity and the sacred meeting".

he Holy Spirit abiding with us leads in The Way that purifies our hearts by faith.

Messiah Yeshua cautioned us:
Matthew 7:
21 Not every one that saith unto me, Lord, Lord, shall enter into the kingdom of heaven;
but he that doeth the will of my Father which is in heaven.

22 Many will say to me in that day, Lord, Lord, have we not prophesied in thy name? and
in thy name have cast out devils? and in thy name done many wonderful works?

23 And then will I profess unto them,
I never knew you: depart from me, ye that work iniquity.

Messiah Yeshua expects much more of us:
Matthew 5:20. For I say unto you, That except your righteousness shall exceed the righteousness
of the scribes and Pharisees, ye shall in no case enter into the kingdom of heaven.

John 15:

9 As the Father hath loved me, so have I loved you: continue ye in my love.
10 If ye keep my commandments, ye shall abide in my love; even as I have kept my Father's commandments, and abide in his love.
11 These things have I spoken unto you, that my joy might remain in you, and that your joy
might be full.

12 This is my commandment, That ye love one another, as I have loved you.
13 Greater love hath no man than this, that a man lay down his life for his friends.

Therefore we do not ask "who is my neighbor", but ask "who are my brethren in Christ,
who I have
willingly laid down my life for HIS friend".

Ezekiel 33:
11 Say unto them, As I live, saith the Lord God, I have no pleasure in the death of the wicked; but that the wicked turn from his way and live: turn ye, turn ye from your evil ways; for why will ye die, O house of Israel?
12 Therefore, thou son of man, say unto the children of thy people, The righteousness of the righteous shall not deliver him in the day of his transgression: as for the wickedness of the wicked, he shall not fall thereby in the day that he turneth from his wickedness; neither shall the righteous be able to live for his righteousness in the day that he sinneth.

17 Yet the children of thy people say, The way of the Lord is not equal: but as for them, their way is not equal.
18 When the righteous turneth from his righteousness, and committeth iniquity, he shall even die thereby.
19 But if the wicked turn from his wickedness, and do that which is lawful and right, he shall live thereby.
20 Yet ye say, The way of the Lord is not equal. O ye house of Israel, I will judge you every one after his ways.

Is this the righteousness by the Law, or the Sure Mercies of David?

They kept the feast in the days of Solomon.

Also, you seem to be saying that everyone from the days of Joshua to Nehemiah were disobedient and unfaithful. That covers a lot of history, and a lot of people.

The testimony is that the people dwelt in booths for the feast for the first time since Joshua. Solomon and all the people kept the feast by offering sacrifices, even as in the return of the captivity in Ezra 3, they built up the altar and offered the sacrifices.
Furthermore, the testimony is that soon after Joshua's generation passed, the security of Israel's borders became compromised. Here is what is in the OP:

; and He sold them into the hands
of their enemies all around, so that they could no longer stand before their enemies.

In summary, the point of the OP is that rebelliousness led to a breakdown in security, which undermines trust, which would account for the failure to keep the feast of booths as prescribed by the Law, from Joshua to Nehemiah, as it is reported.
