Also I like to ask that you note carefully that it actually says the kings of the earth, not that the world, America or Jerusalem was doing business with her. Kings represent rulers were. Precise words may not be important in some things, but in God's word "every jot and tittle" is inspired and important. It says the kings of the earth who have committed fornication with her. Not every one of the earth, but the kings of the earth. Keep that in mind! And we know who committed fornication with this woman, the Church! Yes, the church! More specifically it is those professed of the Church who seek to exalt themselves to take over as her husband and rule her "AS IF" they were God. The man of sin (The sinful man) taking a seat in the Holy Temple is the ruler committing fornication with this woman. Spiritual fornication of idolatry and rule.
Again, who does the book of Revelation define as the kings of the earth, and exactly what city can we say reigns over them? You won't have to go far to find the answer in Revelation. It's the Holy city Jerusalem of course. And look who brings their glory into her ....according to God's word.

And it goes without saying that the Church reigning on earth represents this great city, and as kings reign on the earth.

So yes, these kings of the earth lived deliciously or in strength with her, and Revelations 18 says after she is fallen they (these kings of the earth) stand far off from her and bewail and lament that a once great and rich city is come to nothing! They cry for her when they see the smoke of her burning. For example, the Church has fallen because of the spiritual fornication of her kings, and the voice of bridegroom (the word of Christ) will never be heard in this city again.
Revelation 18:23
...Thus saith the Preacher, There is nothing new under the sun.
So yes, it makes perfect sense as the fallen Church. And no sense at all as Rome, world, America, or the world system, or even physical city of Jersualem considering all that God has to say about everything, in context and time and judgment.
