Nehemiah 8:
14 And they found written in the Law, which the Lord had commanded by Moses, that the children of Israel should dwell in booths during the feast of the seventh month,
15 and that they should announce and proclaim in all their cities and in Jerusalem, saying,
Go out to the mountain, and bring olive branches, branches of oil trees, myrtle branches,
palm branches, and branches of leafy trees, to make booths, as it is written.
16 Then the people went out and brought them and made themselves booths, each one on
the roof of his house, or in their courtyards or the courts of the house of God, and in the
open square of the Water Gate and in the open square of the Gate of Ephraim.
17 So the whole assembly of those who had returned from the captivity made booths and sat under the booths; for since the days of Joshua the son of Nun until that day the children of Israel had not done so. And there was very great gladness.

The people who returned offered the sacrifices for the feast of the seventh month in Ezra 3, before the foundation of the temple was laid. However, they did not observe the feast in booths in accordance with the Law of Moses until after the completion of the wall under Nehemiah.
Furthermore, we see that this observance had not been kept since the days of the first generation who entered the land under Joshua. The reason and the lesson of this is readily apparent.

Judges 2:14. And the anger of the Lord was hot against Israel. So He delivered them
into the hands of plunderers who despoiled them
; and He sold them into the hands
of their enemies all around, so that they could no longer stand before their enemies.

Disobedience and unfaithfulness undermined the security of the nation and the trust that was required to fully obey the Law. Though the security of the borders had been promised for all the feasts which required all the men to appear before the Lord.

Exodus 34:
23 Three times in the year all your men shall appear before the Lord, the Lord God of Israel.
24 For I will cast out the nations before you and enlarge your borders; neither will any man covet your land when you go up to appear before the Lord your God three times in the year.

Justification by faith requires faithfulness to maintain a conscience free of offense before
the Lord. The conviction of conscience brings correction in righteousness.

2 Timothy 3:
16 All Scripture is given by inspiration of God, and is profitable for doctrine, for reproof,
for correction, for instruction in righteousness,

17 that the man of God may be complete, thoroughly equipped for every good work.

Matthew 5:
22 I say to you that whoever is angry with his brother without a cause shall be in danger of the judgment. And whoever says to his brother, ‘Raca!’ shall be in danger of the council. But whoever says, ‘You fool!’ shall be in danger of hell fire.
