Yes, however in Nigeria the government seems to partly rely on support from the horrible militants and so does nothing much in the badlands, parts of Nigeria. Mind you not all Nigeria is so dangerous. But the badlands could be better with walls of protection.

When it's only the bad guys who own the guns you will have that situation. I'm more on the defend yourself against the evil people side.

Best if towns have their own trained, tested armed guards and gate points, ram proof walls...

That's something that they would have to figure out. I'm not in that situation so it's hard for me to imagine. Myself I wouldn't lay down and take it. You can't go looking for trouble but I don't see any biblical reasons not to defend yourself.
