You did not answer the question. Does an evil man decide he wants to please God?

There is No One Righteous

Romans 3
10 As it is written, There is none righteous, no, not one:
11 There is none that understandeth, there is none that seeketh after God.
12 They are all gone out of the way, they are together become unprofitable; there is none that doeth good, no, not one. throat
is an open sepulchre; with their tongues they have used deceit; the poison of asps is under their lips:
14 Whose mouth is full of cursing and bitterness:
15 Their feet are swift to shed blood:
16 Destruction and misery are in their ways:
17 And the way of peace have they not known:
18 There is no fear of God before their eyes.
19 Now we know that what things soever the law saith, it saith to them who are under the law: that every mouth may be stopped, and all the world may become guilty before God. 20 Therefore by the deeds of the law there shall no flesh be justified in his sight: for by the law is the knowledge of sin.

James 2
10 For whosoever shall keep the whole law, and yet offend in one point, he is guilty of all.

Romans 8
1
There is therefore now no condemnation to them which are in Christ Jesus, who walk not after the flesh, but after the Spirit. 2 For the law of the Spirit of life in Christ Jesus hath made me free from the law of sin and death. 3 For what the law could not do, in that it was weak through the flesh, God sending his own Son in the likeness of sinful flesh, and for sin, condemned sin in the flesh: 4 That the righteousness of the law might be fulfilled in us, who walk not after the flesh, but after the Spirit. 5 For they that are after the flesh do mind the things of the flesh; but they that are after the Spirit the things of the Spirit. 6 For to be carnally minded is death; but to be spiritually minded is life and peace. 7 Because the carnal mind is enmity against God: for it is not subject to the law of God, neither indeed can be. 8 So then they that are in the flesh cannot please God.
9 But ye are not in the flesh, but in the Spirit, if so be that the Spirit of God dwell in you. Now if any man have not the Spirit of Christ, he is none of his. 10 And if Christ be in you, the body is dead because of sin; but the Spirit is life because of righteousness. 11 But if the Spirit of him that raised up Jesus from the dead dwell in you, he that raised up Christ from the dead shall also quicken your mortal bodies by his Spirit that dwelleth in you.

How do you explain Romans 3:10-20?
This is how I explain Romans 3:10-20:

All have sinned and come short of the glory of God. That is why it is imperative that all must repent and follow Christ's teachings. When we are in the service of our neighbor, we are in the service of our God. We can serve God all of our lives and we are still unprofitable servants. It is only the atonement that can save us. We need to commit to well doing:

(New Testament | 1 Peter 4:17 - 19)

17 For the time is come that judgment must begin at the house of God: and if it first begin at us, what shall the end be of them that obey not the gospel of God?
18 And if the righteous scarcely be saved, where shall the ungodly and the sinner appear?
19 Wherefore let them that suffer according to the will of God commit the keeping of their souls to him in well doing, as unto a faithful Creator.

An evil man can repent and choose to follow and obey God and His teachings.

I expected this incomplete answer. Romans 3:10-20 explains the condition of mankind because of the fall. It doesn't address a solution.

There is no one who understands; there is no one who seeks God.

John 15:5
I am the vine, ye are the branches: He that abideth in me, and I in him, the same bringeth forth much fruit: for without me ye can do nothing.

(New Testament | 1 Peter 4:17 - 19)

18 And if the righteous scarcely be saved, where shall the ungodly and the sinner appear?

An evil man can repent and choose to follow and obey God and His teachings.

If he can repent, why would he?

There is no one who understands; there is no one who seeks God.

You said: "Romans 3:10-20 explains the condition of mankind because of the fall. It doesn't address a solution."

You are correct there is no solution addressed there.

And it is true that we are all unprofitable servants:

(New Testament | Luke 17:10)

10 So likewise ye, when ye shall have done all those things which are commanded you, say, We are unprofitable servants: we have done that which was our duty to do.

We also know that the apostles establish the law:

(New Testament | Romans 3:31)

31 Do we then make void the law through faith? God forbid: yea, we establish the law.

Farther down Paul tells us this:

(New Testament | Romans 5:7 - 13)

7 For scarcely for a righteous man will one die: yet peradventure for a good man some would even dare to die.
8 But God commendeth his love toward us, in that, while we were yet sinners, Christ died for us.
9 Much more then, being now justified by his blood, we shall be saved from wrath through him.
10 For if, when we were enemies, we were reconciled to God by the death of his Son, much more, being reconciled, we shall be saved by his life.
11 And not only so, but we also joy in God through our Lord Jesus Christ, by whom we have now received the atonement.
12 Wherefore, as by one man sin entered into the world, and death by sin; and so death passed upon all men, for that all have sinned:
13 (For until the law sin was in the world: but sin is not imputed when there is no law.

After this he states:

(New Testament | Romans 6:1 - 15)

1 WHAT shall we say then? Shall we continue in sin, that grace may abound?
2 God forbid. How shall we, that are dead to sin, live any longer therein?
3 Know ye not, that so many of us as were baptized into Jesus Christ were baptized into his death?
4 Therefore we are buried with him by baptism into death: that like as Christ was raised up from the dead by the glory of the Father, even so we also should walk in newness of life.
5 For if we have been planted together in the likeness of his death, we shall be also in the likeness of his resurrection:
6 Knowing this, that our old man is crucified with him, that the body of sin might be destroyed, that henceforth we should not serve sin.
7 For he that is dead is freed from sin.
8 Now if we be dead with Christ, we believe that we shall also live with him:
9 Knowing that Christ being raised from the dead dieth no more; death hath no more dominion over him.
10 For in that he died, he died unto sin once: but in that he liveth, he liveth unto God.
11 Likewise reckon ye also yourselves to be dead indeed unto sin, but alive unto God through Jesus Christ our Lord.
12 Let not sin therefore reign in your mortal body, that ye should obey it in the lusts thereof.
13 Neither yield ye your members as instruments of unrighteousness unto sin: but yield yourselves unto God, as those that are alive from the dead, and your members as instruments of righteousness unto God.
14 For sin shall not have dominion over you: for ye are not under the law, but under grace.
15 What then? shall we sin, because we are not under the law, but under grace? God forbid.

So now he gives us the solution, be baptized and don't sin!

Does an evil man decide he wants to please God? Or does God change that man's nature?

Interesting question. I imagine that you are suggesting the second situation. Which means that evil people exist because God has decided to not change their nature. Why would He do that? Is He a respecter of men? Why wouldn't He want all people to come to Him and give up their evil ways?

You are correct there is no solution addressed there.

And it is true that we are all unprofitable servants:
.

Not all people are His servants!

(New Testament | Luke 17:10)

10 So likewise ye, when ye shall have done all those things which are commanded you, say, We are unprofitable servants: we have done that which was our duty to do.

We also know that the apostles establish the law:

Farther down Paul tells us this:

(New Testament | Romans 5:7 - 13)

7 For scarcely for a righteous man will one die: yet peradventure for a good man some would even dare to die.
8 But God commendeth his love toward us, in that, while we were yet sinners, Christ died for us.
9 Much more then, being now justified by his blood, we shall be saved from wrath through him.

Evil people are not interested in God. They see no need for baptism. The word sin doesn't phase them.

Romans 3:18 There is no fear of God before their eyes.

You said : "Not all people are His servants!" Good point, but the ones who are are unprofitable.

You said: "Evil people are not interested in God. They see no need for baptism. The word sin doesn't phase them." Actually I worked at the jail for three years and I have seen first hand how people who have sinned have turned their lives around. I have seen them turn to God because only He could fix them, and He did.

(Old Testament | Isaiah 1:18 - 20)

18 Come now, and let us reason together, saith the LORD: though your sins be as scarlet, they shall be as white as snow; though they be red like crimson, they shall be as wool.
19 If ye be willing and obedient, ye shall eat the good of the land:
20 But if ye refuse and rebel, ye shall be devoured with the sword: for the mouth of the LORD hath spoken it.

I reiterate that.

Mormonism: " after all they can do."

Did they turn to God or Mormonism?

(Old Testament | Isaiah 1:18 - 20)

18 Come now, and let us reason together, saith the LORD: though your sins be as scarlet, they shall be as white as snow; though they be red like crimson, they shall be as wool.
19 If ye be willing and obedient, ye shall eat the good of the land:

Common grace means that God intervenes to bring His purposes about. Pharoah wasn't planning to let the Israelites go.

Romans 9
14 What shall we say then? Is there unrighteousness with God? God forbid. 15 For he saith to Moses, I will have mercy on whom I will have mercy, and I will have compassion on whom I will have compassion. 16 So then it is not of him that willeth, nor of him that runneth, but of God that sheweth mercy. 17 For the scripture saith unto Pharaoh, Even for this same purpose have I raised thee up, that I might shew my power in thee, and that my name might be declared throughout all the earth. 18 Therefore hath he mercy on whom he will have mercy, and whom he will he hardeneth.

Pharaoh worshiped the wrong god or gods and and that was his downfall. That being said God did show forth His power in Moses.

Anyone can bring a person to Christ by teaching them to obey Him and keep His commandments:

(New Testament | Matthew 5:17 - 20)

17 ¶ Think not that I am come to destroy the law, or the prophets: I am not come to destroy, but to fulfil.
18 For verily I say unto you, Till heaven and earth pass, one jot or one tittle shall in no wise pass from the law, till all be fulfilled.
19 Whosoever therefore shall break one of these least commandments, and shall teach men so, he shall be called the least in the kingdom of heaven: but whosoever shall do and teach them, the same shall be called great in the kingdom of heaven.
20 For I say unto you, That except your righteousness shall exceed the righteousness of the scribes and Pharisees, ye shall in no case enter into the kingdom of heaven.

(New Testament | John 14:21)

21 He that hath my commandments, and keepeth them, he it is that loveth me: and he that loveth me shall be loved of my Father, and I will love him, and will manifest myself to him.

(New Testament | John 14:30 - 31)

30 Hereafter I will not talk much with you: for the prince of this world cometh, and hath nothing in me.
31 But that the world may know that I love the Father; and as the Father gave me commandment, even so I do.

That is not the true Christ!
Did Jesus get his divinity handed to him? No. This is why he is a God, spoken by His God and Father:
Psalm 45:6-7 King James Version (KJV)
6 Thy throne, O God, is for ever and ever: the sceptre of thy kingdom is a right sceptre.
7 Thou lovest righteousness, and hatest wickedness: therefore God, thy God, hath anointed thee with the oil of gladness above thy fellows.

He loved righteousness and hated wickedess, therefore His God hath anointed him with the oil of gladnness above his fellows.

IOW he was anointed above his fellow spirit brothers and sisters, because he did something. And what did he do? He loved to do things of a righteous nature, he obeyed His God and was devoted to the truth, he hated wickedness, and for this he was offered a throne on the right hand of the Father.
And this special offer of a throne on the right hand of his God and the beginning of the Godhood of Yahweh/Jesus was recorded in the Psalms also
Psalm 110:1 King James Version (KJV)
110 The Lord said unto my Lord, Sit thou at my right hand, until I make thine enemies thy footstool.

Next time please try to answer the question:

How does a person come to Christ? He can't obey(bring glory to God) apart from Christ. "Without me, ye can do nothing."
As I said "Without Jesus Christ and His teachings we can do nothing." We come to Christ through His teachings. His teachings are found in the scriptures.

(New Testament | Matthew 11:27 - 30)

27 All things are delivered unto me of my Father: and no man knoweth the Son, but the Father; neither knoweth any man the Father, save the Son, and he to whomsoever the Son will reveal him.
28 ¶ Come unto me, all ye that labour and are heavy laden, and I will give you rest.
29 Take my yoke upon you, and learn of me; for I am meek and lowly in heart: and ye shall find rest unto your souls.
30 For my yoke is easy, and my burden is light.

(New Testament | Matthew 5:19)

19 Whosoever therefore shall break one of these least commandments, and shall teach men so, he shall be called the least in the kingdom of heaven: but whosoever shall do and teach them, the same shall be called great in the kingdom of heaven.

(New Testament | 1 John 5:1 - 2)

1 WHOSOEVER believeth that Jesus is the Christ is born of God: and every one that loveth him that begat loveth him also that is begotten of him.
2 By this we know that we love the children of God, when we love God, and keep his commandments.

Mormonism is NOT the gospel. Mormon teachings don't glorify God.

Galatians 1
3 Grace be to you and peace from God the Father, and from our Lord Jesus Christ, 4 Who gave himself for our sins, that HE might deliver us from this present evil world, according to the will of God and our Father: 5 To whom be glory for ever and ever. Amen.

A Perverted Gospel is not the Gospel!

Galatians 1
6 I marvel that ye are so soon removed from him that called you into the grace of Christ unto another gospel: 7 Which is not another; but there be some that trouble you, and would pervert the gospel of Christ. 8 But though we, or an angel from heaven, preach any other gospel unto you than that which we have preached unto you, let him be accursed. 9 As we said before, so say I now again, If any man preach any other gospel unto you than that ye have received, let him be accursed.

Sinners don't and can't deliver themselves.

You said: "A Perverted Gospel is not the Gospel!" That is correct. The correct gospel teaches correct
principles such as keeping God's commandments.

You said: "Mormon teachings don't glorify God." Yes they do.

(Doctrine and Covenants | Section 65:6)

6 Wherefore, may the kingdom of God go forth, that the kingdom of heaven may come, that thou, O God, mayest be glorified in heaven so on earth, that thine enemies may be subdued; for thine is the honor, power and glory, forever and ever. Amen.

(Book of Mormon | 3 Nephi 9:14 - 22)

14 Yea, verily I say unto you, if ye will come unto me ye shall have eternal life. Behold, mine arm of mercy is extended towards you, and whosoever will come, him will I receive; and blessed are those who come unto me.
15 Behold, I am Jesus Christ the Son of God. I created the heavens and the earth, and all things that in them are. I was with the Father from the beginning. I am in the Father, and the Father in me; and in me hath the Father glorified his name.
16 I came unto my own, and my own received me not. And the scriptures concerning my coming are fulfilled.
17 And as many as have received me, to them have I given to become the sons of God; and even so will I to as many as shall believe on my name, for behold, by me redemption cometh, and in me is the law of Moses fulfilled.
18 I am the light and the life of the world. I am Alpha and Omega, the beginning and the end.
19 And ye shall offer up unto me no more the shedding of blood; yea, your sacrifices and your burnt offerings shall be done away, for I will accept none of your sacrifices and your burnt offerings.
20 And ye shall offer for a sacrifice unto me a broken heart and a contrite spirit. And whoso cometh unto me with a broken heart and a contrite spirit, him will I baptize with fire and with the Holy Ghost, even as the Lamanites, because of their faith in me at the time of their conversion, were baptized with fire and with the Holy Ghost, and they knew it not.
21 Behold, I have come unto the world to bring redemption unto the world, to save the world from sin.
22 Therefore, whoso repenteth and cometh unto me as a little child, him will I receive, for of such is the kingdom of God. Behold, for such I have laid down my life, and have taken it up again; therefore repent, and come unto me ye ends of the earth, and be saved.

You said: "Sinners don't and can't deliver themselves." That is correct. We don't teach that they can. We are saved by GRACE after all that we can do. It is our duty to serve God.
