I don’t believe it is the person themselves. The Lord may use their image to convey a message you’ll understand or provide comfort. Your subconscious may conjure them in a dream state. Or it may hail from the evil one to seduce you into reaching out.
God permitted Samuel to address Saul when he visited the witch. But outside of that scenario the bible is explicit on the subject.
Do not turn to mediums or necromancers; do not seek them out, and so make yourselves unclean by them: I am the Lord your God. —Leviticus 19:31

Anyone who practices divination or tells fortunes or interprets omens, or a sorcerer or a charmer or a medium or a necromancer or one who inquires of the dead, for whoever does these things is an abomination to the Lord. —Deuteronomy 18:9-12
