Sure, there are Europeans that like Trump. There are way more who don't (the Dutch Trump was soundly defeated in the last election).There are more Europeans who like Trump than you're letting on, if the results of European elections tell us anything. Europe's technocratic class don't like him; in that sense they're no different from their American counterparts.
Also, the people protesting in the streets when he shows up are not part of the "technocratic class". They are normal, hardworking people, like my cousins, who think he's a lying, racist, misogynistic, narcissistic, bloviating buffoon who's a danger to the world.
Further, you seem to think that having decisions made by the people who are experts in what it is they are making a decision about is a bad thing, i.e. have someone who actually knows something about pandemics make the decisions about what to do, instead of a guy who's only real medical experience was getting someone to diagnose his "bone spurs".
