But one man decided to break quarantine and try to cross the border [From France] into Spain in search of cheap cigarettes.
It didn't end well -- he got lost and had to be rescued.

The man, who hasn't been named, initially set off from the city of Perpignan by car but found his way blocked by police checkpoints. So he attempted to cross the border to La Jonquera on foot.
However, he got lost on the mountain slopes, fell into a stream and some brambles, and ended up calling for help.

I think that Pennsylvania was looking at the same problem:

The Liquor Control Board on Friday reported selling almost a month’s worth of wine and spirits in only 17 days. The $29.9 million sold on March 16 — the day before the Fine Wine and Good Spirits stores were closed — was the most spent on booze in Pennsylvania in one day, according to complete sales records dating back 12 years."

I think that they realized that they messed up:

"Despite the shutdown, bottles of wine, beer, and spirits are available for purchase through certain restaurants, distilleries, breweries, grocers, and delivery services. The LCB’s online ordering system for consumers resumed April 1."

I was in Italy, once, up a hillside from Amalfi. And I was walking along, after sunset, when I noticed the ground beyond the brush was drawing back from the weeds.

Because, I thought, the ground beyond the weeds was below a cliff. And I was about to step through those weeds and find out how far down I could go! I decided I needed to turn and go back down to town.

Nahhh, that's not the same problem. My OP was about a guy so desperate for a drug (nicotine) that we know makes COVID19 much more serious that he tried to evade a COVID19 quarantine to get it, and ended up needing to be rescued by they people he was evading, whilst increasing the potential for being exposed to COVID19.
