“the couple issued a statement saying they had “no plans” to ask the US for pay for their security and that “privately-funded arrangements” have already been made.”

So does Trump now make tweets about every foreigner that US is not required to make security arrangements for that US will totally not pay for their security.

Talk about cheap publicity. If he wanted to cut security costs he could cancel few golf trips to Mar A Lago.

"I am a great friend and admirer of the Queen & the United Kingdom. It was reported that Harry and Meghan, who left the Kingdom, would reside permanently in Canada. Now they have left Canada for the US however, the US will not pay for their security protection. They must pay," Mr Trump wrote in a tweet on Sunday.​

There’s a guy called Benny in Malaysia who needs to get the back wheel of his bike repaired. Is anyone else apart from me not going to pay for the repair? Maybe we should let the world know, just in case -?

Sounds like Royal double-speak to me. As with many things regarding the couple, one might rightly suspect there's more to the story.

Seems rumor has it this is why they are leaving Canada, because Canada pulled off the government provided security detail since they are no longer considered diplomats.

So Trump preempted the ask, and said since they are no longer considered diplomats they will not be afforded the security they would normally get, as is a standing agreement between our countries that we provide security for the royal family when they are here, and they provide our diplomats as well when we are there.

Not a big deal, and not wrong of Trump.

The OP is about Trump's tweet. Trump said what he said.

Trump says he won’t do something for someone.
Person says they never actually asked him to.
You decide that the other person is clearly at fault and has a nefarious plan.

For Donald nothing is bigger than ratings and publicity. He knows, if he says something provocative about Harry and Megan this will make news across the world. Trump's name published in print across the world. Nothing is more important to Trump than that.
