In John 18:36, Jesus says that his kingdom is not of this world.

So, in that case, where is it? Is it a spiritual kingdom that is established in the hearts of men? Is it a restored land that was promised to Israel where Jesus will come and reign?
Is it the New Heavens and New Earth?

Or is it everywhere because God rules everywhere?

The kingdom is where we are an image of the Trinity, where man and God walk together. Where there are no lower motives undermining what has infinite worth.

To be in the holy spirit is to be in the kingdom.

Cannot the Kingdom/governance of the Father be where our allegiance lies as individuals, even in this world of man where governance is the will of man?

Yes, it has to be.

Colossians 3
"2Set your minds on things above, not on earthly things. 3For you died, and your life is now hidden with Christ in God. 4When Christ, who is your life, appears, then you also will appear with Him in glory."

Not of this world, yet. We have many scriptures pointing to a time when it will fill the whole earth. (see Dan. 7:27 & Rev. 5:10;11:5) Twas the message of the gospel, yes? :)

The kingdom not being from this world means that it is not like the kingdoms of the world are. So we can't turn the church into another state because God's kingdom is a much greater kingdom than the kingdoms of the world which perish.

In the spirit there are kingdoms that are not God's kingdom. So anything that makes war with God's kingdom of souls is an enemy. Only God's kingdom endures forever and so we know one day evil will not be.

Yes Christianity ended up building it's own kingdom of man here in earth.

Where is the kingdom of God?
"Therefore God also has highly exalted Him and given Him the name which is above every name, that at the name of Jesus every knee should bow, of those in heaven, and of those on earth, and of those under the earth, and that every tongue should confess that Jesus Christ is Lord, to the glory of God the Father." Philippians 2:9-11 NKJV

But Jesus is delaying His claim to His Kingdom to that degree because, while the saints (who already embrace His Kingdom) will experience it as joy, everyone else will experience it as Judgment.

"Beloved, I now write to you this second epistle (in both of which I stir up your pure minds by way of reminder), 2 that you may be mindful of the words which were spoken before by the holy prophets, and of the commandment of us, the apostles of the Lord and Savior,
3 knowing this first: that scoffers will come in the last days, walking according to their own lusts, 4 and saying,
Where is the promise of His coming?
For since the fathers fell asleep, all things continue as they were from the beginning of creation.

5 For this they willfully forget:...

9 The Lord is not slack concerning His promise, as some count slackness,
but is longsuffering* toward us,
not willing that any should perish but that all should come to repentance.
" 2 Peter 3:1-9 NKJV

*He is waiting for the last possible moment that He might save as many as He can.

This is an interesting topic and difficult for some. The kingdom on earth is said by some to be the already but not yet kingdom with the kingdom of Heaven being the final destination after all things are consummated on this earth.

The kingdom of God is within you. Luke 17:21

βασιλεία τοῦ θεοῦ ἐντὸς ὑμῶν ἐστιν
(Kingdom of God within/among you all is)

Since Jesus said it, he was probably referring to himself. The "you" is genitive and plural; therefore, the kingdom is something we "have." So, if Christ is in us and among us...

....
Or is it everywhere because God rules everywhere?

I think this answer to that well:

"The Kingdom of God doesn't come with observation; neither will they say, 'Look, here!' or, 'Look, there!' for behold, the Kingdom of God is within you."
Luke 17:20-21
