Our souls rest until the day of judgement. After judgement comes heaven or hell.
I think most christians believe that the unborn have souls.I don't think souls exist in the religious sense of that term, so there is nowhere for them to go. I had a miscarriage once in the early 70s, just one of those things, I gave it no further thought.

We can only speculate.
If that's the case, going off the notion that souls are attached as conception, the majority of all souls never became aware of their own existence and are to be judged on what they did prior to brain development.

Every soul will be brought to the judgement and go through it. That does not mean every soul will be questioned during the process. Some might only have rewards awaiting for them to receive from the judge.

Given that its probably safe to assume that God creates souls, its a bit pointless to create a soul for someone who won't get born or dies like a day or 2 after. God may as well just create souls and put them through judgement like you describe, and basically just let them through.Every soul will be brought to the judgement and go through it. Well, the implication of the genesis tract is that they weren't alive until God blew the breath of life into them. Of course we don't know how quickly God made them or what steps were involved etc. Were they in a coma before the breath of life or were they in like suspended animation etc. , for a few seconds, a few hours or longer?? we don't know.
However a baby in a womb is definitely alive the whole time, its just deciding when they become a person that we guess at and set a possibly arbitrary point for.
