...And some people have been wronged in some way, shape, or form, such that they can't tell the individuals who wronged them from the broader group they belong to.

True... some of them are screwed up because they've been screwed over, as it were.

EPA crew accidentally turns Animas River orange - CNN

In 2015, a crew the EPA hired to clean up a mining site inadvertently dumped a million gallons of contaminated water into a nearby river. This release affected waterways in Colorado and New Mexico, and caused a whole host of problems.

Imagine that you were someone somehow affected by this. Would you blame the crew who accidentally breached the natural dam that was holding it in, or would you be more likely to blame the government itself?

This is a pretty dramatic example, but still...

You might blame just the EPA... but it would be pretty easy to convince you that they're just a symptom of the bigger problem: the government.
