Matthew places Jesus' birth during Herods reign who died in 4BC. Luke places Jesus' birth during 6 AD when Quirinius became govenor of Syria. Thats about a nine year discrepency. Why is there a difference?

Mostly that the writers were basing it on witness's recollections. Historical accuracy wasn't important to them.

The gospel writers were second or even third generation Christians. In talking of the birth of Jesus that would move it up to third or fourth generation. This places the birth well into the "legendary" category.

Luke was a Gentile writing from witnesses accounts as he was not an eyewitness to the Lord's ministry; but I believe he was inspired by the Holy Spirit. Luke said the taxation was first ordered when Cyrenius was governor of Syria, not became governor.
Luke 2:2 (And this taxing was first made when Cyrenius was governor of Syria.)
Plus 4BC was when Herod died. Remember Joseph and Mary and Jesus were in Egypt when Herod died.
I think if you consider the speed in which information like decrees from Rome traveled and the years Lord Jesus spent in Egypt, there will not be a lot of discrepancy. :)

Nonsense, both Luke and Paul claim to either be eyewitneses or to have talked to eyewitneses.

Dates for biblical events are worked out from the dates of the reinof rulers, these are found from inscriptions and from some written records
There are several inscriptions that put Quirinus in the Palestinian area at that time
