I fail to see why where the covenant was introduced is relevant. The scripture you responded to says "with Israel," not "in Israel." So in this case Israel isn't a "where." It's a "who."
Correct, and from what I've seen in scripture, that leaves only the possibility of being in one of two groups.

Judah is usually rendered Yehuda or Y'huda.
The name of Judah is known how to pronounce and there's no
caveat about mispronunciation.
The Consonants are saved for referring to the Holy name.
