Could be. Or something that he hopes will prolong the hearings in the Senate OR set up some rationale for the House to start all over again on impeachment proceedings after the Senate exonerates the president. I think it likely that this is what the House Democrats will do if the president is re-elected.

If the Republicans take back the House they won't be able to do it, at least not until the next election involving electing House of Representatives.

What some tend to think is really going on here, from what I gather, the Democrats are mainly trying to regain the Senate. They want to regain the Presidency as well, but that's another story. So even if Trump were reelected, and that the House was regained by the Republicans, by the Republicans losing control of the Senate they would be able to block any or all of the the judges Trump would be trying to put into place, as an example.

Or the NSA and CIA really are withholding - it wouldn't be the first time.

People are afraid of losing their jobs, and forgetting the oaths they took as civil servants.

Well, if they were not in such a RUSH to get this done? They would have concentrated on getting the documents, etc before this whole ordeal happened. Yes, I realize that would take time which they claim they didn't want to spare.

Schiff isn't stupid, and he knew they wouldn't hand things over without a fight from the beginning. He has been in Washington for how many years now already? He knows how it works.

We couldn't get the documents, and so we want the parties we are accusing to volunteer the documents instead. Schiff is looking for cover, and saying that they won't help me is what he will use.

Congress has taken agencies to court before when they wouldn't cooperate, and no doubt they will continue to in the future. I doubt his complaints at this point will move the needle. That's not how Washington works, and he has been there long enough to know that.
