Under a 1924 federal tax law, § 6103 of title 26 of the United States Code, Congress may request copies of anyone's tax returns. The treasury secretary is legally obliged to provide the tax returns, and there is no apparent legal mechanism to deny Congress's request.
Not sure how the SCOTUS will address this. They can't make laws or do away with laws.
This article examines this issue. Congress should probably have to release their tax returns as well as the President.
Especially if they have access to everyone else's.

Complete freedom to choose electors covers it. Technically, there is no requirement that there be a popular ballot at all.
"Each State shall appoint, in such Manner as the Legislature thereof may direct, a Number of Electors, equal to the whole Number of Senators and Representatives to which the State may be entitled in the Congress"
Yes and a state like California could only appoint Democrats as their electors. It doesn't really matter anyway since California pretty much always goes Democrat anyway.
