US Constitution Article II, Section 1 gives each state complete freedom in the manner of choosing Electors.
Choosing electors has nothing to do with adding qualifications as to who can appear on a presidential ballot outside the Constitution.

Complete freedom to choose electors covers it. Technically, there is no requirement that there be a popular ballot at all.

"Each State shall appoint, in such Manner as the Legislature thereof may direct, a Number of Electors, equal to the whole Number of Senators and Representatives to which the State may be entitled in the Congress"

To the members of the state's delegation to the Electoral College.

Bloomberg has not officially said whether he will run in the 2020 race, but has acknowledged he is considering a bid and qualified on Friday for the Alabama ballot. Each U.S. state conducts separate qualifying processes.

You could check out your state's election laws.

This is one of the great things about being a Republic, each state's citizens have the ability to make their own state's laws.

That is why some states have stricter accommodation laws than some other states. Each state must meet the federal accommodation laws standard but can be stricter. The same with gun laws, etc.

The federal government, as far as I know, doesn't have any laws effecting election ballots in each state.
That may be why the federal judge said "likely" because he doesn't know if it is unconstitutional, there isn't any federal laws for him to turn to.

You realize that what you are discussing is a Primary not the General Election. Primary elections have nothing to do with the electoral college and are not dealt with in any way in the US Constitution. Primaries are simply a way for the people to express their preference as to who they want to represent their political party in the General election. Prior to having primaries political parties chose the General election candidates. As a matter of fact, there is talk that the GOP are considering not even having a primary since the Republican consensus is for Trump; that of course can change. Not all states have primaries:

Unlike primary elections in most other U.S. states where registered voters go to polling places to cast ballots, Iowans instead gather at local caucus meetings to discuss and vote on the candidates. Primary elections have nothing to do with the electoral college and are not dealt with in any way in the US Constitution. Primaries are simply a way for the people to express their preference as to who they want to represent their political party in the General election. Prior to having primaries political parties chose the General election candidates. IMO we'd be better off without primaries altogether.
