Donald Trump is the one doing the political neutering. His employees are the ones refusing to testify, and the reason is he told them not to.

Because if it was perfect, Trump would have released the full transcript. It would not be on a secret classified server. He would not tell his staff to ignore subpoenas. So it is pretty obvious he is hiding imperfect portions of the call.
