They just said they cannot believe, and nothing else ... so I don't really know.

You can know for sure.

Consider too in Revelation how Lord Jesus puts the responsibility on Christians to repent and to remain faithful to receive life. Yet, it appears only a remnant (a few) will actually repent of their waywordness. Even so, notice the Lord Jesus put the responsibility on the Christian to repent or remain faithful IF they wanted to be saved.

Lord Jesus is patient, and he will warn and reason with us. But if we continue in unrepentent sin, then we will be blotted out of the Book of Life.

For instance:

Revelation 3:14-22 (NIV)
14 “To the angel of the church in Laodicea write:
These are the words of the Amen, the faithful and true witness, the ruler of God’s creation. 15 I know your deeds, that you are neither cold nor hot. I wish you were either one or the other! 16 So, because you are lukewarm—neither hot nor cold—I am about to spit you out of my mouth. 17 You say, ‘I am rich; I have acquired wealth and do not need a thing.’ But you do not realize that you are wretched, pitiful, poor, blind and naked. 18 I counsel you to buy from me gold refined in the fire, so you can become rich; and white clothes to wear, so you can cover your shameful nakedness; and salve to put on your eyes, so you can see.
19 Those whom I love I rebuke and discipline. So be earnest and repent. 20 Here I am! I stand at the door and knock. If anyone hears my voice and opens the door, I will come in and eat with that person, and they with me.

Revelation 3:1-6 (NIV)

But if you do not wake up, I will come like a thief, and you will not know at what time I will come to you.
4 Yet you have a few people in Sardis who have not soiled their clothes. They will walk with me, dressed in white, for they are worthy. 5 The one who is victorious will, like them, be dressed in white. I will never blot out the name of that person from the book of life, but will acknowledge that name before my Father and his angels. 6 Whoever has ears, let them hear what the Spirit says to the churches.

1 Corinthians 9:26-27 (WEB)
26 I therefore run like that, as not uncertainly. I fight like that, as not beating the air, 27 but I beat my body and bring it into submission, lest by any means, after I have preached to others, I myself should be rejected.

Paul is not talking about rewards in the above Passage, but is concerned with his salvation and the salvation of those he is writing to. Paul compares are struggle to remain faithful with that of an athlete who struggles to obtain the prize.

1 Timothy 4:16 (WEB) Bolding mine…
16 Pay attention to yourself, and to your teaching. Continue in these things, for in doing this you will save both yourself and those who hear you.

Revelation 2:10 (WEB) 10 Be faithful to death, and I will give you the crown of life.

Revelation 3:11 (NIV) Bolding mine… 11 I am coming soon. Hold on to what you have, so that no one will take your crown.

1 Thessalonians 2:11-12 (NIV)
11 For you know that we dealt with each of you as a father deals with his own children, 12 encouraging, comforting and urging YOU to live lives worthy of God, who calls you into his kingdom and glory.

Revelation 3:4 (NIV)
4 Yet you have a few people in Sardis who have not soiled their clothes. They will walk with me, dressed in white, for THEY are worthy.

Luke 21:34-36 (WEB)
34 “So be careful, or your hearts will be loaded down with carousing, drunkenness, and cares of this life, and that day will come on you suddenly. 35 For it will come like a snare on all those who dwell on the surface of all the earth. 36 Therefore be watchful all the time, praying that you may be counted worthy to escape all these things that will happen, and to stand before the Son of Man.”

1 John 2:15-17
15 Don’t love the world or the things that are in the world. If anyone loves the world, the Father’s love isn’t in him. 16 For all that is in the world, the lust of the flesh, the lust of the eyes, and the pride of life, isn’t the Father’s, but is the world’s. 17 The world is passing away with its lusts, but he who does God’s will remains forever.

We're talking about those who try to believe, but cannot, right?

Many persons, including Christians who backslide because of the lures of sin, do so because they are not willing to count the cost - your entire life. To die to self, and then take up our cross and follow Jesus - to listen to Him and follow Him.

The one who humbles himself will surrender to Christ, will repent, and by faith, listen to and follow Him, living by His Spirit that now indwells them by faith.

You may question why many persons cannot believe. Whether a person can believe or not is Scripturally each persons responsibility before God. And God judges each person righteously. And God shows no favoritism or partiality.

1 Peter 1:13 Therefore, with minds that are alert and fully sober, set your hope on the grace to be brought to you when Jesus Christ is revealed at his coming. 14 As obedient children, do not conform to the evil desires you had when you lived in ignorance. 15 But just as he who called you is holy, so be holy in all you do; 16 for it is written: “Be holy, because I am holy.”
17 Since you call on a Father who judges each person’s work impartially, live out your time as foreigners here in reverent fear.

The enemies of Israel will NEVER agree to enjoy peace with Israel.
Because they are controlled by Satan!
I.E. They really are NOT free to choose to be at peace with Israel.

Satan's plans do NOT include the heathen nations being at peace with Israel.
Just like non-believers, the heathen nations are in bondage to Satan.
They are deceived by Satan.
They are Satan's captives, spiritually.
They belong to Satan's captives whom we read about in those NT verses in the OP.

These heathen nations will experience the wrath of God
... just as if they actually have a free-will choice
to NOT be deceived captives in bondage to Satan!

Does this remind you of man today complaining about ...
NOT being responsible for what happened in the Garden of Eden?
Most of mankind will experience the wrath of God.

Do you see how all of this points out the great spiritual Truth ...
ALL of mankind "deserves" hell, but God (in His mercy) saves some!
IMO, He looks at it as, "Some is far better than none!"

God has always had a small remnant who are His.
Are you one of them?

Sure, perhaps this all plays a part in WHY God chooses some over others.
We tend to try to impose our thinking on God ...
and want to tell Him WHY and HOW He should do things!
