The deterrent is absolutely minimal because damaged and broken people don't really care about a negative consequence, after all what can be worse than the crap they already suffer?
All shame does is punishes the offender, and when used indiscrimantly against a group of people it unfairly punishes innocent parties and causes division and conflict.
